Neil MacFarlane is Lester B. Pearson Professor of International Relations at Oxford University and adjunct professor of political science at Dalhousie University. He is also a consultant to the International Commission on Intervention and State Sovereignty. His most recent publication is the book Politics and Humanitarian Action (Providence, RI: The Watson Institute, 2000).
