Changes to the citizenship program starting in 2009 have resulted in a decline in the naturalization rate. Changes to the Citizenship Act in 2014 will further decrease the rate, as part of the Government’s intent to make “citizenship harder to get and easier to lose.” This excerpt from my book, Multiculturalism in Canada: Evidence and Anecdote, analyses CIC operational data and the trend towards declining naturalization.
