Louis Balthazar (Ph.D., Harvard, 1971) is professor emeritus in the department of political science at Laval University.  He was co-chair of the Observatory on the United States at the Raoul-Dandurand Chair in Strategic and Diplomatic Studies at Université du Québec à Montréal from 2002 to 2012. He has been an Officer of the National Order of Quebec since 2007 and was awarded the Queen Elizabeth II Golden Jubilee Medal in 2012. He is the author of numerous works on Canada, Quebec, and the United States.
