The deck below, presented at the recent October 2015 Canadian Ethnic Studies Association conference, provides an overview of the policy and operational changes and the resulting decline in the naturalization rate using CIC operational statistics, and how these have affected different groups. It also provides policy recommendations to the new government similar to my earlier post, Citizenship: Getting the Balance Right.
