Paul Howe

Paul Howe is research director of the Governance Program at the Institute for Research on Public Policy. He is co-editor, with André Blais and Richard Johnston, of IRPP’s Strengthening Canadian Democracy series. The latest paper in the series is Louis Massicotte’s “Changing the Canadian Electoral System/Pour une réforme du système électoral canadi-en” (Choices, vol. 7, no.1, Feb. 2001).
