More and more cities are being pressured into adopting by-laws that limit the use of public space for homeless people.

The director of the Institute of Urban Studies at the University of Winnipeg, Dr. Jino Distasio, believes that it is possible to end homelessness in Canada. How? By helping one person at a time and offering them adequate housing.
