{"id":293378,"date":"2016-03-23T14:03:04","date_gmt":"2016-03-23T18:03:04","guid":{"rendered":"https:\/\/policyoptions.irpp.org\/2016\/03\/morneau-budget-downpayment-dream-green-home\/"},"modified":"2025-08-28T15:26:27","modified_gmt":"2025-08-28T19:26:27","slug":"morneau-budget-downpayment-dream-green-home","status":"publish","type":"post","link":"https:\/\/policyoptions.irpp.org\/fr\/2016\/03\/morneau-budget-downpayment-dream-green-home\/","title":{"rendered":"Morneau budget is down payment on clean energy &#8220;dream home&#8221;"},"content":{"rendered":"<p>Budgets are a moment where governments show their real priorities: if something matters to them, they spend money to support it.<\/p>\n<p>And from <a href=\"https:\/\/pm.gc.ca\/eng\/minister-environment-and-climate-change-mandate-letter\" target=\"_blank\" rel=\"noopener\">mandate letters<\/a> to Paris <a href=\"https:\/\/www.huffingtonpost.ca\/2015\/11\/30\/cop21-trudeau-photo-premiers-mulcair-paris-climate_n_8684376.html\" target=\"_blank\" rel=\"noopener\">climate talks<\/a> and <a href=\"https:\/\/www.nationalobserver.com\/2016\/03\/03\/news\/premiers-develop-historic-framework-clean-growth-and-climate-change\">meetings<\/a> with premiers, members of Justin Trudeau\u2019s government say that clean energy matters to them.<\/p>\n<p>They said it again in Finance Minister Bill Morneau\u2019s budget speech, which pointed to the world\u2019s widespread adoption of clean energy as \u201ca future we want Canada to lead.\u201d<\/p>\n<p>Today\u2019s budget makes the kind of smart spending commitments that show clean energy does indeed matter to the federal government.<\/p>\n<p>It starts fulfilling platform commitments on clean energy, including funding for green infrastructure and clean tech investment in Canada\u2019s natural resource sectors. And it adds new commitments for electric vehicle charging, regional clean energy cooperation, and the nuts-and-bolts work of writing climate regulations and strengthening building codes.<\/p>\n<p>All this represents a welcome change of direction for Ottawa, but today\u2019s budget is also best considered a down payment: Ottawa is buying into clean energy, but we\u2019re still a few years away from owning the dream home outright.<\/p>\n<p>Or as the budget puts it: \u201cThe investments made in Budget 2016 are just the start and additional actions will be coming.\u201d<\/p>\n<blockquote><p>Today\u2019s budget is also best considered a down payment: Ottawa is buying into clean energy, but we\u2019re still a few years away from owning the dream home outright.<\/p><\/blockquote>\n<p>It\u2019s not surprising that today\u2019s budget is just one chapter in a longer saga. Budget 2016 comes just weeks after First Ministers launched a months-long process to reach a national climate plan, which should be ready to go into effect in <a href=\"https:\/\/www.scics.gc.ca\/english\/Conferences.asp?a=viewdocument&amp;id=2401\" target=\"_blank\" rel=\"noopener\">early 2017<\/a>.<\/p>\n<p>When that plan is complete, the federal government will have to play a <a href=\"https:\/\/www.vancouversun.com\/technology\/Federal+leadership+essential+working+climate+change+policy\/11789625\/story.html?__lsa=4d0c-1e7c\" target=\"_blank\" rel=\"noopener\">starring role<\/a> to make it a success. One of Ottawa\u2019s main tools to support climate action is its spending power, so next year\u2019s budget should be chock-full of clean energy commitments\u2014from a national approach to carbon pricing to infrastructure dollars for marquee clean energy projects in Canada\u2019s provinces.<\/p>\n<p>Meanwhile, smaller-scale clean energy commitments show the direction the government is headed. For example:<\/p>\n<ul>\n<li>The budget offers new funding for deploying the infrastructure to charge electric vehicles\u2014as well as natural gas and hydrogen refuelling\u2014totalling $62.5 million over two years.<\/li>\n<li>Sustainable Development Technology Canada\u2019s beloved SD Tech fund gets $50 million over four years in new funding for its clean R&amp;D work.<\/li>\n<li>There is new tax support for businesses that invest in two critical clean energy technologies, electric vehicle charging and power storage. The federal government\u2019s regional development agencies\u2014which are charged with accelerating economic growth in each of Canada\u2019s regions\u2014will double their clean technology budgets.<\/li>\n<li>And although it\u2019s a small dollar investment, the $2.5 million allocated to Natural Resources Canada to study regional electricity cooperation offers real promise: there is huge potential in connecting clean energy provinces to neighbours that still depend on fossil power.<\/li>\n<\/ul>\n<p>The main gap in this year\u2019s budget is a lack of progress in phasing out fossil fuel subsidies; instead, the budget affirms that the Trudeau government will continue a new tax break for Liquid Natural Gas development that the Harper government introduced in 2015.<\/p>\n<blockquote><p>One of Ottawa\u2019s main tools to support climate action is its spending power, so next year\u2019s budget should be chock-full of clean energy commitments.<\/p><\/blockquote>\n<p>On the other hand, clean energy is woven throughout the budget, making an appearance in areas as varied as youth jobs, university research, social housing retrofits, or trade promotion abroad.<\/p>\n<p>All these prominent initiatives show that clean energy is not just as a climate solution, but also a good news story for Canada\u2019s economy.<\/p>\n<p>And with clean energy investment globally hitting a record-breaking US$367 billion last year\u2014nearly 50 per cent more than was invested in fossil-fuelled electricity\u2014it\u2019s a great time to buy into this particular market.<\/p>\n<p>It\u2019s especially important in Canada, where <a href=\"https:\/\/cleanenergycanada.org\/while-fossils-crashed-in-2015-clean-energy-soared\/\" target=\"_blank\" rel=\"noopener\">investment<\/a> actually dropped significantly in 2015, falling from over US$7 billion in 2014 to US$4 billion in 2015.<\/p>\n<p>While we remained in eighth place globally, that 46 per cent drop in investment puts us significantly out of step with our peers. In North America, for example, U.S. clean energy spending grew by seven per cent in 2015, while Mexico\u2019s more than doubled.<\/p>\n<p>The neighbours are upgrading, and Canada needs to keep up.<\/p>\n<p>As homeowners know well, the bigger the down payment you can make upfront, the easier your life gets in the years ahead. This year\u2019s commitments send provinces and markets a signal about clean energy\u2019s growing momentum in Canada.<\/p>\n<p>And after years of federal governments barely giving it a second look, it\u2019s great to see Ottawa finally giving clean energy a good home.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Budgets are a moment where governments show their real priorities: if something matters to them, they spend money to support it.
