What policies might be in its platform?<\/p>\n<p>This HUH is inspired by the announcement this weekend that a well-respected Canadian economist will run in the next federal election (for the Liberals that is, not for the &#8220;Economist Party&#8221;).<\/p>\n<blockquote class=\"twitter-tweet\" lang=\"en\"><p>Big news out of Quebec. Jean-Yves Duclos, one of Canada&#8217;s leading economists, joins <a href=\"https:\/\/twitter.com\/hashtag\/TeamTrudeau?src=hash\">#TeamTrudeau<\/a>. <a href=\"https:\/\/twitter.com\/hashtag\/parti%C3%A9conomiste?src=hash\">#parti\u00e9conomiste<\/a> <a href=\"https:\/\/t.co\/AokMARwOnv\">https:\/\/t.co\/AokMARwOnv<\/a><\/p>\n<p>\u201d\u201d Gerald Butts (@gmbutts) <a href=\"https:\/\/twitter.com\/gmbutts\/status\/561533885952303104\">January 31, 2015<\/a><\/p><\/blockquote>\n<p>Shortly after this announcement in my corner of the Twitterverse, several other serious economists provided some support (including many regular Maclean&#8217;s contributors: Stephen Gordon, Kevin Milligan, Andrew Leach and Mike Moffatt).<\/p>\n<p>In fact, discussions and jokes about the &#8220;Economist Party&#8221; have been a recurrent theme on Twitter. This got me wondering whether there are policies that a majority of Canadian economists would likely support.<\/p>\n<p>(And while writing this blog, I found a <em>Planet Money <\/em><a title=\"podcast\" href=\"https:\/\/www.npr.org\/blogs\/money\/2012\/07\/18\/156928675\/episode-387-the-no-brainer-economic-platformhttps:\/\/\" target=\"_blank\">podcast<\/a> based on a similar idea in the US in 2012.)<\/p>\n<p>Here&#8217;s what I&#8217;ve come up with so far (thanks to Scott Cameron for several suggestions):<\/p>\n<p>1)\u00a0 <strong>attach a price to carbon emissions<\/strong> (e.g., see Chris Ragan&#8217;s <a title=\"ecofiscal\" href=\"https:\/\/ecofiscal.ca\/\" target=\"_blank\">ecofiscal commission<\/a> &#8211;which one might consider a faction of the &#8220;Economist Party&#8221;)<\/p>\n<p>2) use <strong>toll roads<\/strong> to reduce traffic congestion and encourage the use of public transit;<\/p>\n<p>3) promote freer trade by<strong> lowering tariffs <\/strong>and<strong> removing internal trade barriers<\/strong> to better integrate domestic markets;<\/p>\n<p>4) <strong>end supply management<\/strong>;<\/p>\n<p>5) <strong>raise the GST <\/strong>rate back to 7% and more generally increase our reliance on taxes that hit consumption rather than investment;<\/p>\n<p>6) <strong>reduce corporate income tax <\/strong>rates;<\/p>\n<p>7) <strong>simplify the personal income tax system and reduce <\/strong>boutique<strong> tax preferences <\/strong>(e.g. fitness tax credits and the like);<\/p>\n<p>8) <strong>legalize and tax marijuana<\/strong>, treating it more like alcohol and tobacco sales;<\/p>\n<p>9) <strong>index<\/strong> <strong>fees<\/strong> &#8211;such as licenses, taxes and fines &#8212;<strong>to inflation<\/strong> so their real value doesn&#8217;t fall over time;<\/p>\n<p>10) have a <em>modest<\/em> <strong>guaranteed annual income<\/strong> (negative income tax at the very bottom end) to ensure a basic standard of living for society&#8217;s poorest;<\/p>\n<p>11) <strong>invest in beneficial public infrastructure projects<\/strong> &#8211;particularly now when long-term borrowing costs are negative in real terms;<\/p>\n<p>12) subject new social policy programs to <strong>randomized controlled experiments<\/strong> and rigorously evaluate their effectiveness before scaling them up;<\/p>\n<p>13) <strong>provide<\/strong> individualized, electronic <strong>health care &#8220;bills&#8221;<\/strong> to illustrate to users the costs of services received;<\/p>\n<p>14) create a <strong>market for organ donation<\/strong> (or failing that, change the default to opting-in for organ donation);<\/p>\n<p>15) make <strong>student loans contingent on income<\/strong> earned after graduation;<\/p>\n<p>16) promote more competition in education by allowing <strong>freer choice for <\/strong>the <strong>public schools<\/strong> to which parents can send their kids;<\/p>\n<p>&#8230;lastly, and perhaps most universally supported by Canadian economists&#8230;<\/p>\n<p>17)\u00a0<strong>restore the mandatory long-form census<\/strong>. Spend less to collect better quality data &#8211;it&#8217;s a no-brainer. Economists would even go further and grow Statistics Canada&#8217;s microdata collection and allow researchers easier and free data access, while ensuring respondents&#8217; confidentiality.<\/p>\n<p>Yes if economists ran the country, Canada might be a very different place. Cooler. More calculated. After all, economists tend to see the <a title=\"see the world differently\" href=\"https:\/\/faculty.chicagobooth.edu\/luigi.zingales\/papers\/research\/Economic-Experts-vs-Average-Americans.pdf\" target=\"_blank\">world differently<\/a> than the general public. Certainly this list includes several policies that would be far more controversial for the public than for economists (particularly #4-9 and #14).<\/p>\n<p>Actually, designing the Economist Party platform may be the easy part. Deciding what to do with the additional tax revenue raised by some of these proposals &#8211;oh, and convincing the public to vote for them &#8211;that would be much harder. Perhaps some HUH scenarios are too hard to think through, even for economists.<\/p>\n<hr \/>\n<p><em>Addendum:<\/em> This post generated several thoughtful reactions.
