Le gouvernement du Canada affirme, pour sa part, que la confiance du public peut \u00eatre renforc\u00e9e gr\u00e2ce \u00e0 des m\u00e9canismes de transparence, notamment en am\u00e9liorant les <\/span><a href=\"https:\/\/www.canada.ca\/fr\/secretariat-conseil-tresor\/services\/acces-information-protection-reseignements-personnels\/modernisation-acces-information\/plan-action-modernisation-acces-information.html\"><span data-contrast=\"none\">lois d\u2019acc\u00e8s \u00e0 l\u2019information<\/span><\/a><span data-contrast=\"auto\">.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:0,&quot;335559740&quot;:360}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">La Su\u00e8de est souvent pr\u00e9sent\u00e9e comme un pays \u00e0 \u00e9muler en mati\u00e8re de <\/span><a href=\"https:\/\/journals.openedition.org\/ethiquepublique\/3279\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">transparence publique<\/span><\/a><span data-contrast=\"none\"> et d\u2019acc\u00e8s \u00e0 l\u2019information. <\/span><span data-contrast=\"auto\">Mais dans quelle mesure l\u2019adoption de pratiques \u00e0 la Su\u00e9doise pourrait-elle renforcer la confiance des Canadiens envers leurs institutions publiques? Si la Su\u00e8de est un mod\u00e8le en mati\u00e8re de lutte contre la corruption et de transparence publique, l\u2019ascension rapide <\/span><span data-contrast=\"none\">depuis environ 15 ans <\/span><span data-contrast=\"auto\">des <\/span><a href=\"https:\/\/legrandcontinent.eu\/fr\/2022\/09\/20\/10-points-sur-les-democrates-de-suede-le-parti-de-jimmie-akesson\/\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">D\u00e9mocrates de Su\u00e8de<\/span><\/a><span data-contrast=\"none\"> , un parti anti-immigration associ\u00e9 \u00e0 l\u2019extr\u00eame droite, <\/span><span data-contrast=\"auto\">soul\u00e8ve n\u00e9anmoins de nouvelles interrogations notamment depuis que ce parti appui la coalition au pouvoir.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:0,&quot;335559740&quot;:360}\">\u00a0<\/span><\/p>\n<h3><b><span data-contrast=\"none\">La transparence\u202f: un levier pour renforcer la confiance<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:0,&quot;335559740&quot;:360}\">\u00a0<\/span><\/h3>\n<p><span data-contrast=\"auto\">Dans un rapport publi\u00e9 en 2024, <\/span><a href=\"https:\/\/www.oecd.org\/fr\/publications\/enquete-de-l-ocde-sur-les-determinants-de-la-confiance-dans-les-institutions-publiques-resultats-2024_80ddd09b-fr.html\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">l\u2019OCDE<\/span><\/a> <span data-contrast=\"auto\">examine les facteurs influen\u00e7ant la confiance envers les institutions publiques. L\u2019organisation met en \u00e9vidence une situation pr\u00e9occupante\u202f: une part importante de la population exprime une confiance limit\u00e9e envers les gouvernements nationaux. Ainsi, 44\u202f% des personnes interrog\u00e9es dans 30 pays d\u00e9clarent avoir peu ou pas confiance en leur gouvernement, tandis que seulement 39\u202f% affirment lui accorder une confiance \u00e9lev\u00e9e ou mod\u00e9r\u00e9e.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:0,&quot;335559740&quot;:360}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Pour <\/span><span data-contrast=\"auto\">l\u2019OCDE<\/span><b><span data-contrast=\"none\">, <\/span><\/b><span data-contrast=\"auto\">la transparence publique et la libert\u00e9 de la presse sont \u00e9troitement li\u00e9es \u00e0 la perception d\u2019une int\u00e9grit\u00e9 \u00e9lev\u00e9e des institutions publiques et \u00e0 une r\u00e9duction de la corruption.<\/span><span data-contrast=\"auto\"> De plus, de nombreux chercheurs s\u2019accordent \u00e0 dire que la confiance des citoyens envers leurs institutions est un \u00e9l\u00e9ment fondamental d\u2019une bonne <\/span><a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/13876988.2015.1023052\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">gouvernance<\/span><\/a><span data-contrast=\"auto\">. La <\/span><a href=\"https:\/\/assets.cambridge.org\/97805216\/12821\/frontmatter\/9780521612821_frontmatter.pdf\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">transparence publique<\/span><\/a><span data-contrast=\"auto\"> est consid\u00e9r\u00e9e comme un levier cl\u00e9 pour renforcer cette confiance. Une unit\u00e9 anticorruption existe en Su\u00e8de, mais l\u2019essentiel de l\u2019arsenal anticorruption se trouve ailleurs. C\u2019est la libert\u00e9 de la presse et les m\u00e9canismes d\u2019acc\u00e8s \u00e0 l\u2019information qui sont la cl\u00e9 de la lutte contre la <\/span><a href=\"https:\/\/corruptionrisk.org\/country\/?country=SWE\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">corruption<\/span><\/a><span data-contrast=\"none\">.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:0,&quot;335559740&quot;:360}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">La libert\u00e9 de la presse est un principe fondamental en Su\u00e8de. Pour preuve, <\/span><a href=\"https:\/\/rsf.org\/fr\/analyse_regionale\/735\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">la premi\u00e8re loi sur la libert\u00e9 de la presse date de 1766<\/span><\/a><span data-contrast=\"auto\"> ! <\/span><span data-contrast=\"none\">Cette loi, en plus de prot\u00e9ger la libert\u00e9 d\u2019expression, donne aux Su\u00e9dois le droit d\u2019acc\u00e9der \u00e0 tout document public. L\u2019application de cette loi va beaucoup plus loin qu\u2019aucune loi qu\u00e9b\u00e9coise ou canadienne. Aucune agence ou organisation publique su\u00e9doise n\u2019\u00e9chappe \u00e0 ce droit d\u2019acc\u00e8s \u00e0 l\u2019information.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:0,&quot;335559740&quot;:360}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Les dispositifs de transparence publique imposent aux agents publics de rendre compte de leurs activit\u00e9s et de leurs d\u00e9penses professionnelles<\/span><b><span data-contrast=\"auto\">.<\/span><\/b><span data-contrast=\"auto\"> Les \u00e9lus doivent d\u00e9clarer les entreprises ou les employeurs avec lesquels ils ont eu des relations dans le pass\u00e9 ainsi que leurs int\u00e9r\u00eats financiers actuels, qui sont rendus accessibles au public. Par exemple, les fonctionnaires sont tenus de divulguer toute source de revenus suppl\u00e9mentaire et les cadeaux re\u00e7us dans l\u2019exercice de leurs fonctions. Parall\u00e8lement, des \u00e9tudes ont montr\u00e9 que <\/span><a href=\"https:\/\/www.diva-portal.org\/smash\/get\/diva2:1664252\/FULLTEXT02\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">la confiance politique est \u00e9troitement li\u00e9e \u00e0 la confiance sociale<\/span><\/a><span data-contrast=\"auto\">, qui peut \u00eatre d\u00e9finie par une croyance en l&#8217;honn\u00eatet\u00e9, l&#8217;int\u00e9grit\u00e9 et la fiabilit\u00e9 des autres.
