Il s\u2019aligne parfaitement sur les <\/span><a href=\"https:\/\/irpp.org\/fr\/research-studies\/priorite-menages-faibles-revenus\/\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">recommandations formul\u00e9es<\/span><\/a><span data-contrast=\"none\"> par le <\/span><a href=\"https:\/\/irpp.org\/fr\/abordabilite\/\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">Conseil d\u2019action sur l\u2019abordabilit\u00e9<\/span><\/a><span data-contrast=\"none\">, une initiative non partisane d\u2019experts et de leaders de communaut\u00e9s de partout au pays.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Le programme financera directement les r\u00e9novations \u00e9nerg\u00e9tiques des m\u00e9nages \u00e0 revenu faible ou m\u00e9dian \u00e0 raison de 800\u202fmillions\u202f$ sur cinq ans, \u00e0 partir de 2025.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Une aide cibl\u00e9e est essentielle pour les m\u00e9nages \u00e0 faible revenu, pour qui l\u2019acc\u00e8s aux r\u00e9novations repr\u00e9sente un d\u00e9fi consid\u00e9rable. Entre <\/span><a href=\"https:\/\/irpp.org\/fr\/research-studies\/priorite-menages-faibles-revenus\/\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">30 et 60\u202f% des m\u00e9nages \u00e0 tr\u00e8s faible revenu<\/span><\/a><span data-contrast=\"none\"> sont en situation de pauvret\u00e9 \u00e9nerg\u00e9tique, d\u00e9pendamment de la d\u00e9finition utilis\u00e9e. Pourtant, jusqu\u2019\u00e0 maintenant, le Canada ne disposait pas d\u2019un programme national d\u2019efficacit\u00e9 \u00e9nerg\u00e9tique pour les soutenir.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Le nouveau programme inclura les locataires. C\u2019est une bonne chose \u00e9tant donn\u00e9 que <\/span><a href=\"https:\/\/www150.statcan.gc.ca\/n1\/pub\/46-28-0001\/2021001\/article\/00017-fra.htm\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">62\u202f% des familles \u00e0 faible revenu sont locataires<\/span><\/a><span data-contrast=\"none\">. De plus, le nombre de m\u00e9nages locataires \u2013 peu importe leur revenu \u2013 augmente <\/span><a href=\"https:\/\/www.statcan.gc.ca\/o1\/fr\/plus\/2357-journee-nationale-de-lhabitation-coup-doeil-sur-les-proprietaires-et-les-locataires\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">plus que deux fois plus vite<\/span><\/a><span data-contrast=\"none\"> que celui des m\u00e9nages propri\u00e9taires.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Le programme sera \u00e9galement mis en \u0153uvre en collaboration avec des partenaires provinciaux et territoriaux, ce qui signifie que le gouvernement f\u00e9d\u00e9ral pourra tirer parti du travail d\u00e9j\u00e0 effectu\u00e9 sur le terrain et l\u2019amplifier.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">D\u2019autres sommes doivent compl\u00e9ter le nouveau programme. Cela ne repr\u00e9sente qu\u2019un cinqui\u00e8me de l\u2019objectif total propos\u00e9 dans le <\/span><a href=\"https:\/\/ressources-naturelles.canada.ca\/sites\/nrcan\/files\/public-consultation\/cgbs-discussion-paper-2023-08-03-fra.pdf\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">document de travail<\/span><\/a><span data-contrast=\"none\"> de la strat\u00e9gie sur les b\u00e2timents verts, qui vise la <\/span><a href=\"https:\/\/irpp.org\/fr\/research-studies\/priorite-menages-faibles-revenus\/\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">r\u00e9novation de 460<\/span><span data-contrast=\"none\">\u2009<\/span><span data-contrast=\"none\">000 \u00e0 770<\/span><span data-contrast=\"none\">\u2009<\/span><span data-contrast=\"none\">000\u202fb\u00e2timents chaque ann\u00e9e<\/span><\/a><span data-contrast=\"none\">.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Pourtant, le financement pr\u00e9vu de 800\u202fmillions\u202f$ sur cinq ans \u2013 ou 160\u202fmillions\u202f$ par an \u2013 est grossi\u00e8rement insuffisant, m\u00eame pour atteindre l\u2019objectif plus modeste de 100<\/span><span data-contrast=\"none\">\u2009<\/span><span data-contrast=\"none\">000\u202flogements.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Si chaque r\u00e9novation devait co\u00fbter environ 11<\/span><span data-contrast=\"none\">\u2009<\/span><span data-contrast=\"none\">000\u202f$ (l\u2019\u00e9quivalent canadien de ce que le <\/span><a href=\"https:\/\/www.energy.gov\/scep\/weatherization-assistance-program\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">programme am\u00e9ricain d\u2019aide \u00e0 l\u2019am\u00e9lioration de l\u2019efficacit\u00e9 \u00e9nerg\u00e9tique<\/span><\/a><span data-contrast=\"none\"> octroie pour chaque logement), les fonds pr\u00e9vus n\u2019arriveraient \u00e0 couvrir que les r\u00e9novations de 14<\/span><span data-contrast=\"none\">\u2009<\/span><span data-contrast=\"none\">545\u202fmaisons chaque ann\u00e9e. Cela ne tient m\u00eame pas compte des d\u00e9penses li\u00e9es \u00e0 la conception et \u00e0 la mise en \u0153uvre du programme.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">M\u00eame si la contribution des provinces et des territoires \u00e9tait \u00e9quivalente \u00e0 celle du f\u00e9d\u00e9ral, le nombre de logements pouvant \u00eatre r\u00e9nov\u00e9s sera bien inf\u00e9rieur aux recommandations du Conseil d\u2019action sur l\u2019abordabilit\u00e9.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">M\u00eame si le niveau de financement est pr\u00e9sentement inadapt\u00e9 \u00e0 l\u2019ampleur de la t\u00e2che, il est encore possible de rendre le programme efficace et durable \u00e0 long terme.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Et puisqu\u2019Ottawa r\u00e9fl\u00e9chit \u00e0 la mani\u00e8re de concevoir et de mettre en \u0153uvre le nouveau programme de r\u00e9novation pour les m\u00e9nages \u00e0 revenu faible ou moyen, voici quatre principes fond\u00e9s sur les recommandations du Conseil d\u2019action sur l\u2019abordabilit\u00e9 :<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<h3><b><span data-contrast=\"none\">1. D\u00e9velopper et am\u00e9liorer les programmes locaux d\u2019efficacit\u00e9 \u00e9nerg\u00e9tique<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/h3>\n<p><span data-contrast=\"auto\">Le nouveau programme devrait permettre aux partenaires locaux de concevoir et de fournir leurs services de la mani\u00e8re qui leur convient le mieux. Plut\u00f4t que d\u2019appliquer un mod\u00e8le unique, il devrait y avoir <\/span><a href=\"https:\/\/www.efficiencycanada.org\/low-income-report\/\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">diff\u00e9rentes options<\/span><\/a><span data-contrast=\"auto\"> pour les partenaires locaux, peu importe que ceux-ci cherchent \u00e0 d\u00e9velopper de nouveaux programmes ou \u00e0 \u00e9tendre des programmes existants.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Le nouveau programme devrait aussi tenir compte des co\u00fbts initiaux li\u00e9s \u00e0 la conception m\u00eame du programme et soutenir les partenaires locaux en cons\u00e9quence. Il pourrait \u00e9galement compl\u00e9ter les programmes locaux en les mettant en relation avec des partenaires de r\u00e9f\u00e9rence et des partenaires d\u2019\u00e9ducation, le cas \u00e9ch\u00e9ant.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Le gouvernement f\u00e9d\u00e9ral devrait permettre que l\u2019\u00e9ligibilit\u00e9 aux programmes existants pour les m\u00e9nages \u00e0 faible revenu soit \u00e9tendue au niveau de revenu m\u00e9dian, afin de servir davantage de citoyens, mais en \u00e9vitant d\u2019obliger les programmes locaux \u00e0 se r\u00e9organiser d\u2019une mani\u00e8re qui ne correspondrait pas \u00e0 leur r\u00e9alit\u00e9.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<h3><b><span data-contrast=\"auto\">2. Le gouvernement f\u00e9d\u00e9ral devrait s\u2019efforcer d\u2019incorporer ses propres m\u00e9canismes aux initiatives existantes en mati\u00e8re d\u2019efficacit\u00e9 \u00e9nerg\u00e9tique destin\u00e9es aux m\u00e9nages \u00e0 faible revenu. En outre, les fonds f\u00e9d\u00e9raux devraient permettre (mais sans l\u2019obliger) aux programmes existants d\u2019\u00e9largir le nombre de demandeurs couverts.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Afin de r\u00e9duire le fardeau administratif et de mieux cibler les m\u00e9nages vuln\u00e9rables, le nouveau programme devrait \u00e9galement permettre une <\/span><a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC9723913\/\"><span data-contrast=\"none\">admissibilit\u00e9 crois\u00e9e avec d\u2019autres programmes<\/span><\/a><span data-contrast=\"none\"> d\u2019aide sociale.
