Le Plan qu\u00e9b\u00e9cois des infrastructures (PQI) <\/span><a href=\"https:\/\/www.tresor.gouv.qc.ca\/fileadmin\/PDF\/budget_depenses\/20-21\/7-Plan_quebecois_des_infrastructures.pdf\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">2020-2030<\/span><\/a><span data-contrast=\"auto\"> se voulait le \u00ab\u2009plus ambitieux jamais pr\u00e9sent\u00e9\u2009\u00bb. Le transport collectif \u00e9tait l\u2019une des quatre priorit\u00e9s du gouvernement (avec la sant\u00e9, l\u2019\u00e9ducation et la culture). Pour la premi\u00e8re fois, on pr\u00e9voyait\u202f\u00ab\u2009\u00e9quilibrer\u2009\u00bb les investissements en transport en commun et ceux pour nos routes.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">La bonne volont\u00e9 de ce \u00ab\u2009plan r\u00e9solument engag\u00e9 vers l\u2019avenir\u2009\u00bb n\u2019a pas dur\u00e9. Apr\u00e8s un rebond en 2020, les investissements pr\u00e9vus pour le transport collectif aux PQI subs\u00e9quents n\u2019ont pas boug\u00e9, stagnant un peu sous les 14\u202fmilliards\u202f$. En contraste, les d\u00e9penses pr\u00e9vues pour les routes n\u2019ont cess\u00e9 d\u2019augmenter, passant de 25 \u00e0 pr\u00e8s de 35\u202fmilliards\u202f$ avec le d\u00e9p\u00f4t du <\/span><a href=\"https:\/\/www.tresor.gouv.qc.ca\/fileadmin\/PDF\/budget_depenses\/24-25\/6_Plan_quebecois_infrastructures.pdf\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">budget\u202f2024<\/span><\/a><span data-contrast=\"auto\">. Celle-ci a r\u00e9cemment soutenu que la gestion du transport en commun \u00ab\u2009<\/span><a href=\"https:\/\/www.lapresse.ca\/actualites\/politique\/2024-04-24\/l-etat-quebecois-n-a-pas-a-gerer-le-transport-collectif-plaide-la-ministre-guilbault.php\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">n\u2019est pas une mission de l\u2019\u00c9tat<\/span><\/a><span data-contrast=\"none\">\u2009\u00bb<\/span><span data-contrast=\"auto\">. Le premier ministre Fran\u00e7ois Legault a rench\u00e9ri en <\/span><a href=\"https:\/\/www.lapresse.ca\/actualites\/politique\/2024-06-13\/malgre-l-avis-defavorable-de-la-cdpq\/plein-gaz-vers-un-troisieme-lien-autoroutier.php\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">ressuscitant encore le projet de troisi\u00e8me lien<\/span><\/a><span data-contrast=\"auto\"> en d\u00e9pit d\u2019une recommandation contraire de la Caisse de d\u00e9p\u00f4t, \u00e0 qui l\u2019on avait confi\u00e9 le mandat d\u2019examiner l\u2019offre de transport dans la ville de Qu\u00e9bec.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">L\u2019affirmation de la ministre Guilbault et la persistance du premier ministre illustrent la dominance du transport routier dans les habitudes, et ultimement les pr\u00e9f\u00e9rences\u202f: celle des agents \u00e9conomiques (les m\u00e9nages, les entreprises et les organismes), mais aussi <\/span><a href=\"https:\/\/www.lapresse.ca\/actualites\/politique\/2024-05-01\/transport-collectif\/deux-chercheuses-denoncent-l-approche-de-genevieve-guilbault.php\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">celle des d\u00e9cideurs<\/span><\/a><span data-contrast=\"auto\">. Pourquoi observe-t-on ce double discours dans la mani\u00e8re de consid\u00e9rer les investissements en transport au Qu\u00e9bec?<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<h3><b><span data-contrast=\"auto\">Le probl\u00e8me de \u00ab\u2009rentabilit\u00e9\u2009\u00bb du transport en commun<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/h3>\n<p><span data-contrast=\"auto\">Une id\u00e9e persistante veut que le transport en commun ne soit pas rentable. Pourtant, l\u2019automobile n\u2019est pas plus rentable. Dans les faits, le transport automobile est bien plus subventionn\u00e9 et s\u2019av\u00e8re plus co\u00fbteux pour la soci\u00e9t\u00e9 que les transports collectifs et actifs.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Dans la r\u00e9gion de Qu\u00e9bec par exemple, chaque dollar d\u00e9pens\u00e9 par un individu se d\u00e9pla\u00e7ant en automobile co\u00fbte en moyenne 5,77\u202f$ \u00e0 la soci\u00e9t\u00e9. En comparaison, un dollar d\u00e9pens\u00e9 en transport par autobus <\/span><a href=\"https:\/\/www.journaldequebec.com\/2021\/05\/20\/le-transport-routier-coute-5-fois-plus-cher-a-la-societe#:~:text=l%27application%20mobile-,Le%20transport%20routier%20co%C3%BBte%205%20fois%20plus%20cher,soci%C3%A9t%C3%A9%20que%20le%20transport%20collectif&amp;text=%C3%80%20Qu%C3%A9bec%20et%20L%C3%A9vis%2C%201,collectif%2C%20conclut%20une%20%C3%A9tude%20in%C3%A9dite.\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">n\u2019ajoute que 1,21\u202f$ en co\u00fbt social<\/span><\/a><span data-contrast=\"auto\">. Une \u00e9tude publi\u00e9e ce printemps pour Montr\u00e9al a pr\u00e9sent\u00e9 des conclusions allant <\/span><a href=\"https:\/\/www.lapresse.ca\/actualites\/grand-montreal\/2024-06-09\/etude-de-hec\/la-voiture-mode-de-transport-le-plus-onereux.php#:~:text=Sur%20une%20base%20annuelle%2C%20l,la%20marche%20%C3%A0%20335%20millions\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">g\u00e9n\u00e9ralement dans le m\u00eame sens<\/span><\/a><span data-contrast=\"auto\">\u202f: le co\u00fbt social de chaque dollar priv\u00e9 d\u00e9pens\u00e9 pour l\u2019automobile est <\/span><a href=\"https:\/\/www.davidbenatia.com\/doc\/mobilitemontreal2024.pdf\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">trois fois plus \u00e9lev\u00e9<\/span><\/a><span data-contrast=\"auto\"> que celui d\u00e9pens\u00e9 dans les transports collectifs.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Le financement du transport collectif repose en partie sur un syst\u00e8me d\u2019utilisateur-payeur, par lequel le tiers du budget est assur\u00e9 par l\u2019utilisateur, tandis que les deux tiers proviennent des fonds publics (gouvernements municipaux et provincial). \u00c0 l\u2019inverse, le transport routier se finance essentiellement \u00e0 m\u00eame les cr\u00e9dits vers\u00e9s au minist\u00e8re des Transports, soit par l\u2019ensemble des contribuables.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">L\u2019augmentation de la flotte de v\u00e9hicules \u00e9lectriques pose d\u2019ailleurs un d\u00e9fi de taille pour la r\u00e9colte des taxes sur le carburant. Une avenue potentielle est la <\/span><a href=\"https:\/\/cffp.recherche.usherbrooke.ca\/remplacer-eventuellement-la-taxe-sur-les-carburants-par-une-taxe-kilometrique\/\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">taxe kilom\u00e9trique<\/span><\/a><span data-contrast=\"auto\">, m\u00eame si le gouvernement ne veut pas augmenter le fardeau fiscal des contribuables.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<h3><b><span data-contrast=\"auto\">L\u2019automobile, une solution qui a fait ses preuves?<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/h3>\n<p><span data-contrast=\"auto\">Plusieurs pensent que le rem\u00e8de \u00e0 la congestion passe par une augmentation de l\u2019offre autorouti\u00e8re. Or, de nombreuses \u00e9tudes ont d\u00e9montr\u00e9 que ce raisonnement <\/span><a href=\"https:\/\/ici.radio-canada.ca\/ohdio\/premiere\/emissions\/medium-large\/segments\/entrevue\/98756\/trafic-induit-augmentation-offre-transport-utilisation-vandersmissen\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">ne tient pas la route<\/span><\/a><span data-contrast=\"auto\">.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Les agents \u00e9conomiques s\u2019ajustent au r\u00e9seau routier mis en place\u202f: l\u2019ajout d\u2019infrastructures autorouti\u00e8res augmente naturellement la fr\u00e9quentation des routes. Ce ph\u00e9nom\u00e8ne du <\/span><a href=\"https:\/\/fr.wikipedia.org\/wiki\/Trafic_induit\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">trafic induit<\/span><\/a><span data-contrast=\"auto\"> est largement document\u00e9, et bien connu des urbanistes et des \u00e9conomistes urbains. La d\u00e9monstration a \u00e9galement \u00e9t\u00e9 faite par preuve inverse\u202f: le retrait d\u2019infrastructures autorouti\u00e8res m\u00e8ne au ph\u00e9nom\u00e8ne de <\/span><a href=\"https:\/\/ecoplanning.ca\/wp-content\/uploads\/2023\/11\/Traffic-Evaporation-Plan-Canada-Fall-2022.pdf\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">\u00ab\u2009trafic \u00e9vapor\u00e9\u2009\u00bb<\/span><\/a><span data-contrast=\"auto\">.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">L\u2019augmentation de l\u2019offre autorouti\u00e8re \u2013 et <\/span><a href=\"https:\/\/www.aeaweb.org\/articles?id=10.1257\/aer.101.6.2616\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">l\u2019\u00e9talement urbain<\/span><\/a><span data-contrast=\"auto\"> qu\u2019elle engendre \u2013 <\/span><a href=\"https:\/\/www.cairn.info\/revue-flux1-2010-1-page-34.htm\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">entra\u00eene des co\u00fbts suppl\u00e9mentaires<\/span><\/a><span data-contrast=\"auto\"> pour la soci\u00e9t\u00e9, en plus d\u2019amener des d\u00e9fis sur le plan de la gestion des services publics locaux et de leur financement. Jusqu\u2019\u00e0 maintenant, la solution adopt\u00e9e par les municipalit\u00e9s est d\u2019accueillir de nouveaux r\u00e9sidants (et l\u2019imp\u00f4t foncier qui vient avec), <\/span><a href=\"https:\/\/www.lapresse.ca\/debats\/opinions\/2021-10-23\/promouvoir-l-etalement-urbain-a-credit.php\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">mais cela ne fait que reporter le probl\u00e8me<\/span><\/a><span data-contrast=\"auto\">, puisque les nouveaux services devront aussi \u00eatre financ\u00e9s.\u00a0\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<h3><b><span data-contrast=\"auto\">Une justification tronqu\u00e9e?<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/h3>\n<p><span data-contrast=\"auto\">Afin de justifier ses investissements routiers, le minist\u00e8re des Transports et de la Mobilit\u00e9 durable <\/span><a href=\"https:\/\/www.transports.gouv.qc.ca\/fr\/entreprises-partenaires\/entreprises-reseaux-routier\/guides-formulaires\/documents-gestionprojetsroutiers\/guideaac-methodologie.pdf\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">produit des analyses avantages-co\u00fbts<\/span><\/a><span data-contrast=\"auto\">. On fait notamment valoir des gains de temps de d\u00e9placement, des kilom\u00e8tres de d\u00e9placements \u00e9pargn\u00e9s et des vies humaines sauv\u00e9es. Or, de telles analyses n\u00e9gligent plusieurs externalit\u00e9s.\u00a0\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Les autoroutes g\u00e9n\u00e8rent des effets n\u00e9gatifs <\/span><a href=\"https:\/\/idjs.ca\/images\/rcsr\/archives\/V43N2-Yao-Dube-Lubala.pdf\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">pour les propri\u00e9taires habitant pr\u00e8s d\u2019elles<\/span><\/a><span data-contrast=\"auto\">. Les pollutions visuelle, atmosph\u00e9rique et sonore se refl\u00e8tent dans les prix des propri\u00e9t\u00e9s. Limiter les externalit\u00e9s n\u00e9gatives, <\/span><a href=\"https:\/\/www-sciencedirect-com.acces.bibl.ulaval.ca\/science\/article\/pii\/S1361920921002431\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">avec des murs antibruit par exemple<\/span><\/a><span data-contrast=\"auto\">, n\u2019arrive pas n\u00e9cessairement \u00e0 neutraliser tous leurs effets. Le d\u00e9veloppement des routes g\u00e9n\u00e8re aussi des <\/span><a href=\"https:\/\/www.journaldemontreal.com\/2022\/12\/12\/letalement-urbain-un-fleau-pour-la-biodiversite\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">co\u00fbts environnementaux<\/span><\/a><span data-contrast=\"auto\"> li\u00e9s \u00e0 la <\/span><a href=\"https:\/\/lactualite.com\/environnement\/le-quebec-doit-mieux-proteger-son-territoire\/\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">destruction de milieux naturels<\/span><\/a><span data-contrast=\"auto\">.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">De la m\u00eame fa\u00e7on, l\u2019analyse des infrastructures de transport en commun n\u2019int\u00e8gre pas l\u2019ensemble des externalit\u00e9s g\u00e9n\u00e9r\u00e9es.
