{"id":271140,"date":"2023-12-04T11:30:56","date_gmt":"2023-12-04T16:30:56","guid":{"rendered":"https:\/\/policyoptions.irpp.org\/issues\/alberta-pensions-canada\/"},"modified":"2025-10-08T00:07:19","modified_gmt":"2025-10-08T04:07:19","slug":"alberta-pensions-canada","status":"publish","type":"issues","link":"https:\/\/policyoptions.irpp.org\/fr\/2023\/12\/alberta-pensions-canada\/","title":{"rendered":"Le pari douteux du r\u00e9gime de retraite albertain"},"content":{"rendered":"<p style=\"text-align: right;\"><em>(English version available\u00a0<a href=\"https:\/\/policyoptions.irpp.org\/magazines\/december-2023\/alberta-cpp-app\/\">here<\/a>)<\/em><\/p>\n<p><span data-contrast=\"auto\">Pour plusieurs, la proposition du gouvernement albertain de se retirer du R\u00e9gime de pensions du Canada (RPC) et de cr\u00e9er son propre R\u00e9gime de pensions de l\u2019Alberta (RPA) peut avoir l\u2019air d\u2019une solution \u00e0 un probl\u00e8me qui n\u2019existe pas.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">En fait, l\u2019id\u00e9e d\u00e9coule d\u2019un constat partag\u00e9 par de nombreux Albertains, \u00e0 savoir que l\u2019Alberta verse beaucoup plus d\u2019argent \u00e0 la f\u00e9d\u00e9ration canadienne qu\u2019elle n\u2019en re\u00e7oit en retour. Selon les termes de la \u00ab\u2009D\u00e9claration du Bison\u2009\u00bb de 2020 (<\/span><a href=\"https:\/\/buffalodeclaration.com\/\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">The Buffalo Declaration<\/span><\/a><span data-contrast=\"auto\">), les Albertains ont envoy\u00e9 au-del\u00e0 de 1000\u202fmilliards\u202f$ \u00e0 Ottawa entre 1981 et 2018 et n\u2019ont re\u00e7u que 650\u202fmilliards\u202f$ en retour. Cela repr\u00e9sente un d\u00e9ficit de transferts de plus de 400\u202fmilliards\u202f$.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Le R\u00e9gime de pensions du Canada a une longue histoire. Le programme est ant\u00e9rieur aux protestations de l\u2019Alberta sur sa contribution financi\u00e8re \u00e0 la f\u00e9d\u00e9ration.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">En 1996, les gouvernements f\u00e9d\u00e9ral et provinciaux ont modifi\u00e9 le RPC, le faisant passer d\u2019un syst\u00e8me de paiement par r\u00e9partition (\u00ab\u2009pay as you go\u2009\u00bb) \u00e0 une structure hybride \u00e0 travers laquelle les actifs seraient investis. Travis Toews, un ancien ministre des finances de l\u2019Alberta, a <\/span><a href=\"https:\/\/financialpost.com\/opinion\/alberta-case-take-half-cpp-assets\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">r\u00e9cemment soutenu<\/span><\/a><span data-contrast=\"auto\"> que depuis ce changement, \u00ab\u2009les contributions nettes de l\u2019Alberta ont d\u00e9pass\u00e9 celles de toutes les autres provinces participantes r\u00e9unies, y compris celles de l\u2019Ontario\u2009\u00bb.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Les critiques r\u00e9pondent que cela est d\u00fb au fait que la population de l\u2019Alberta est plus jeune, plus susceptible de travailler, mieux pay\u00e9e en moyenne que les autres Canadiens, et qu\u2019elle compte moins de retrait\u00e9s.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<h3><b><span data-contrast=\"auto\">La question \u00e0 234\u202fmilliards\u202f$<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/h3>\n<p><span data-contrast=\"auto\">Un aspect tr\u00e8s controvers\u00e9 de l\u2019initiative albertaine en mati\u00e8re de pension est qu\u2019en quittant le r\u00e9gime de pension f\u00e9d\u00e9ral, la province consid\u00e8re qu\u2019elle aura droit \u00e0 53\u202f% \u2013 soit 334\u202fmilliards\u202f$ \u2013 des actifs totaux d\u00e9tenus par l\u2019Office d\u2019investissement du r\u00e9gime de pensions du Canada (OIRPC), estim\u00e9s \u00e0 575\u202fmilliards\u202f$. L\u2019Alberta repr\u00e9sente environ 15\u202f% des cotisants au RPC.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">L\u2019OIRPC calcule de son c\u00f4t\u00e9 que <\/span><a href=\"https:\/\/www.theglobeandmail.com\/canada\/alberta\/article-alberta-cpp-pension-danielle-smith\/\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">la contribution totale de l\u2019Alberta<\/span><\/a><span data-contrast=\"auto\"> depuis la cr\u00e9ation du r\u00e9gime repr\u00e9sente environ 16\u202f% des actifs du RPC, soit plus ou moins 100\u202fmilliards\u202f$. L\u2019\u00e9cart avec l\u2019\u00e9valuation du gouvernement albertain est consid\u00e9rable.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Pourquoi n\u2019y a-t-il pas de r\u00e8gles claires sur ce qui se passe si une province souhaite quitter le RPC? Lorsqu\u2019Ottawa et les provinces ont apport\u00e9 des changements en 1996, les r\u00e8gles initiales de sortie du r\u00e9gime, qui dataient de trente ans, n\u2019ont pas \u00e9t\u00e9 mises \u00e0 jour.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">David Dodge, sous-ministre des finances du Canada en 1996, a dit r\u00e9cemment que les r\u00e8gles ont \u00e9t\u00e9 r\u00e9dig\u00e9es de \u00ab\u2009fa\u00e7on permissive\u2009\u00bb, c\u2019est-\u00e0-dire que les provinces n\u2019ont pas \u00e9t\u00e9 priv\u00e9es du droit de se retirer, mais que \u00ab\u2009nous n\u2019avons pas r\u00e9dig\u00e9 de r\u00e8gles sur ce qui arriverait si une province prenait cette d\u00e9cision\u2009\u00bb.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">La somme des actifs dus \u00e0 l\u2019Alberta si elle quitte le RPC sera donc d\u00e9termin\u00e9e par des n\u00e9gociations entre toutes les provinces et Ottawa ou, \u00e0 d\u00e9faut, par la Cour supr\u00eame. Quelle que soit la conclusion, le r\u00e9sultat sera d\u00e9terminant pour \u00e9tablir le niveau des futures cotisations et prestations qui constitueraient la base d\u2019un r\u00e9gime distinct pour l\u2019Alberta.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Une fois cette question r\u00e9gl\u00e9e, la porte sera ouverte \u00e0 l\u2019examen d\u2019une s\u00e9rie de questions visant \u00e0 d\u00e9terminer si un RPA serait aussi bon, voire meilleur, que le RPC.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<h3><b><span data-contrast=\"auto\">L\u2019exemple du Qu\u00e9bec a ses limites<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/h3>\n<p><span data-contrast=\"auto\">Lorsque le RPC a \u00e9t\u00e9 cr\u00e9\u00e9 en 1966, le Qu\u00e9bec a choisi de faire cavalier seul en mettant sur pied le R\u00e9gime de rentes du Qu\u00e9bec (RRQ). Le RPC et le RRQ partaient tous deux de z\u00e9ro. \u00c0 partir de ce point de d\u00e9part identique, nous pouvons aujourd\u2019hui tirer des le\u00e7ons de pr\u00e8s de 60\u202fans d\u2019exp\u00e9rience et de donn\u00e9es sur la coexistence de r\u00e9gimes de pension provincial et f\u00e9d\u00e9ral distincts.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">La premi\u00e8re le\u00e7on est qu\u2019un r\u00e9gime provincial ne peut pas vraiment trop s\u2019\u00e9carter du r\u00e9gime f\u00e9d\u00e9ral.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Malgr\u00e9 les diff\u00e9rences <\/span><a href=\"https:\/\/www03.cmhc-schl.gc.ca\/hmip-pimh\/en\/TableMapChart\/TableMatchingCriteria?GeographyType=Country&amp;GeographyId=1&amp;CategoryLevel1=Population%2C%20Households%20and%20Housing%20Stock&amp;CategoryLevel2=Household%20Income&amp;ColumnField=HouseholdIncomeRange&amp;RowField=Province&amp;SearchTags%5B0%5D.Key=Households&amp;SearchTags%5B0%5D.Value=Number&amp;SearchTags%5B1%5D.Key=Statistics&amp;SearchTags%5B1%5D.Value=AverageAndMedian\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">\u00e9conomiques<\/span><\/a><span data-contrast=\"auto\"> et <\/span><a href=\"https:\/\/www.statista.com\/statistics\/485562\/number-of-seniors-in-canada-by-age-group-and-province\/\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">d\u00e9mographiques<\/span><\/a><span data-contrast=\"auto\"> du Qu\u00e9bec par rapport aux moyennes canadiennes, le RRQ est rest\u00e9 pratiquement en phase avec le RPC au fil des ans. Dans un pays comme le Canada, o\u00f9 la main-d\u2019\u0153uvre est hautement qualifi\u00e9e et mobile, c\u2019est essentiel.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">L\u2019Alberta attire de nombreux travailleurs d\u2019autres r\u00e9gions du pays, au moins pendant une partie de leur vie professionnelle. Cela signifie que l\u2019\u00e9quivalence du futur r\u00e9gime de retraite de l\u2019Alberta avec le RPC ainsi que sa transf\u00e9rabilit\u00e9 avec le r\u00e9gime f\u00e9d\u00e9ral resteront des facteurs importants pour les Canadiens qui d\u00e9cideront de travailler dans cette province, ainsi que pour leurs employeurs.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Comme l\u2019a remarqu\u00e9 la vice-premi\u00e8re ministre et ministre des Finances Chrystia Freeland \u00e0 ses homologues provinciaux lors de leur <\/span><a href=\"https:\/\/www.cbc.ca\/news\/politics\/freeland-finance-ministers-cpp-1.7017632\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">rencontre du 3\u202fnovembre<\/span><\/a><span data-contrast=\"auto\">, si l\u2019Alberta se retire du RPC, elle devra n\u00e9gocier des accords de r\u00e9ciprocit\u00e9 avec d\u2019autres provinces et d\u2019autres pays afin de garantir aux Canadiens qui travaillent en dehors de l\u2019Alberta une certaine stabilit\u00e9, quel que soit l\u2019endroit o\u00f9 ils travaillent ou prennent leur retraite.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">La deuxi\u00e8me le\u00e7on est qu\u2019en mati\u00e8re d\u2019\u00e9conomie et de d\u00e9mographie, des choses peuvent changer avec le temps. Beaucoup de choses.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">La politique des retraites est particuli\u00e8rement difficile \u00e0 mettre en \u0153uvre parce qu\u2019il s\u2019agit par d\u00e9finition d\u2019un exercice de planification \u00e0 long terme. Les r\u00e8gles qui fixent les taux de cotisation et les prestations ne peuvent \u00eatre modifi\u00e9es de mani\u00e8re importante ou sur de tr\u00e8s courtes p\u00e9riodes sans entra\u00eener de graves perturbations pour les travailleurs et les retrait\u00e9s.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">L\u2019\u00e9conomie de l\u2019Alberta se porte bien en ce moment. Mais sa d\u00e9pendance \u00e0 l\u2019\u00e9gard des revenus du p\u00e9trole et du gaz la rend particuli\u00e8rement vuln\u00e9rable aux prix mondiaux de l\u2019\u00e9nergie. Au cours des trois derni\u00e8res ann\u00e9es, le prix du p\u00e9trole est bri\u00e8vement tomb\u00e9 en territoire n\u00e9gatif, a grimp\u00e9 jusqu\u2019\u00e0 122\u202f$ le baril et flotte maintenant autour de 80\u202f$ et plus.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Pour illustrer \u00e0 quel point les changements peuvent \u00eatre importants, consid\u00e9rons que dans les ann\u00e9es\u202f1960, lorsque la RRQ a vu le jour, la production d\u2019amiante \u00e9tait un pilier de l\u2019\u00e9conomie du Qu\u00e9bec.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<h3><b><span data-contrast=\"auto\">La jeunesse n\u2019est pas \u00e9ternelle<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/h3>\n<p><span data-contrast=\"auto\">Les donn\u00e9es d\u00e9mographiques peuvent elles aussi \u00e9voluer dans le temps, et le vieillissement de la population pose des probl\u00e8mes de viabilit\u00e9 aux r\u00e9gimes publics. Pr\u00e9sentement, le ratio cotisants\/b\u00e9n\u00e9ficiaires de l\u2019Alberta est positif en raison du profil d\u2019\u00e2ge plus jeune de la province. Au fil du temps, il est in\u00e9vitable que ce profil change \u00e0 mesure que la population vieillit.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">C\u2019est ce qui s\u2019est pass\u00e9 au Qu\u00e9bec : en 2011, le RRQ a \u00e9t\u00e9 contraint d\u2019augmenter ses taux de cotisation de 0,9\u202f% par rapport \u00e0 ceux du RPC. Comme l\u2019ont <\/span><a href=\"https:\/\/policyoptions.irpp.org\/magazines\/august-2017\/fork-road-canada-quebec-pension-plans\/\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">\u00e9crit R. Kent Weaver et Daniel B\u00e9land<\/span><\/a><span data-contrast=\"auto\"> en 2017, \u00ab\u2009dans les faits, les travailleurs et les employeurs qu\u00e9b\u00e9cois doivent payer des cotisations plus \u00e9lev\u00e9es que leurs homologues des neuf autres provinces en raison d\u2019une d\u00e9cision prise au milieu des ann\u00e9es\u202f1960 de cr\u00e9er le RRQ au nom du d\u00e9veloppement \u00e9conomique provincial.\u2009\u00bb<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">La troisi\u00e8me le\u00e7on \u00e0 tirer des 60\u202fderni\u00e8res ann\u00e9es est que lorsqu\u2019il s\u2019agit d\u2019investir des fonds de pension, la taille compte. Et plus c\u2019est gros, mieux c\u2019est.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Un document publi\u00e9 en 2016 <\/span><a href=\"https:\/\/www.bankofcanada.ca\/wp-content\/uploads\/2016\/06\/fsr-june2016-bedard-page.pdf\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">par la Banque du Canada<\/span><\/a><span data-contrast=\"auto\"> souligne que les investissements les plus importants et les plus fructueux des r\u00e9gimes de retraite publics b\u00e9n\u00e9ficient \u00ab\u2009d\u2019\u00e9conomies d\u2019\u00e9chelle, d\u2019une diversification dans un ensemble plus large de cat\u00e9gories d\u2019actifs, de styles d\u2019investissement et de r\u00e9gions, ainsi que de l\u2019utilisation de l\u2019effet de levier et de produits d\u00e9riv\u00e9s con\u00e7us pour am\u00e9liorer les rendements et att\u00e9nuer les risques\u2009\u00bb.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">L\u2019organisme de placement de l\u2019OIRPC, Investissements RPC, a obtenu un <\/span><a href=\"https:\/\/www.benefitsandpensionsmonitor.com\/news\/industry-news\/canadas-top-5-pension-funds\/378515\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">rendement net annualis\u00e9 de 10\u202f%<\/span><\/a><span data-contrast=\"auto\"> sur des investissements de 570\u202fmilliards\u202f$ au cours de la p\u00e9riode de 10\u202fans prenant fin le 31\u202fmars 2023. Pour le RRQ, le rendement de la Caisse de d\u00e9p\u00f4t et placement du Qu\u00e9bec (CDPQ) <\/span><a href=\"https:\/\/www.benefitsandpensionsmonitor.com\/news\/industry-news\/canadas-top-5-pension-funds\/378515\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">a \u00e9t\u00e9 de 8\u202f%<\/span><\/a><span data-contrast=\"auto\"> sur 402\u202fmilliards\u202f$ pour une p\u00e9riode de dix ans se terminant 31\u202fd\u00e9cembre 2022.<\/span> <span data-contrast=\"auto\">C\u2019est 20 % de moins.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Si l\u2019Alberta va de l\u2019avant avec le retrait, la base d\u2019investissement du PPA sera <\/span><a href=\"https:\/\/www.benefitscanada.com\/news\/cir-news-news\/new-study-explores-how-db-pension-plan-size-impacts-investment-mandates-asset-allocation\/#:~:text=A%20new%20study%20looking%20at,allocation%20and%20cost%20in%20returns.\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">beaucoup plus petite<\/span><\/a><span data-contrast=\"auto\"> que celle du RPC ou du RRQ. Et si la gestion de ses actifs produit un rendement inf\u00e9rieur \u00e0 celle d\u2019Investissements RPC, comme ce fut le cas r\u00e9cemment pour CDPQ, il en r\u00e9sultera des probl\u00e8mes de comp\u00e9titivit\u00e9 qui n\u00e9cessiteront soit une hausse des cotisations, soit un renflouement par le gouvernement provincial.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Pour l\u2019instant, les Albertains se m\u00e9fient du stratag\u00e8me de leur premi\u00e8re ministre Danielle Smith. Selon un <\/span><a href=\"https:\/\/abacusdata.ca\/how-do-albertans-and-canadians-feel-about-alberta-withdrawing-from-the-canada-pension-plan\/#:~:text=Among%20those%20aware%20of%20the%20plan%2C%2052%25%20of%20Albertans%20view,likely%20to%20oppose%20the%20move.\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">r\u00e9cent sondage Abacus<\/span><\/a><span data-contrast=\"auto\">, 52\u202f% des Albertains consid\u00e8rent la perspective de se retirer du RPC comme une \u00ab\u2009mauvaise ou tr\u00e8s mauvaise id\u00e9e\u2009\u00bb.
