L\u2019agriculture, qui produit <\/span><a href=\"https:\/\/doi.org\/10.1111\/jiec.12174\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">environ 5\u202f% des \u00e9missions mondiales<\/span><\/a><span data-contrast=\"auto\"> de GES, pourrait \u00e0 elle seule entra\u00eener une hausse de la temp\u00e9rature globale <\/span><a href=\"https:\/\/www.nature.com\/articles\/s41558-023-01605-8\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">de 1\u202f\u00b0C d\u2019ici 2100<\/span><\/a><span data-contrast=\"auto\">, assez pour d\u00e9passer les objectifs de <\/span><a href=\"https:\/\/www.science.org\/doi\/10.1126\/science.aba7357\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">l\u2019Accord de Paris<\/span><\/a><span data-contrast=\"auto\">. L\u2019\u00e9levage est responsable d\u2019une grande partie de cette pollution.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">En plus de l\u2019environnement, la consommation de viande affecte \u00e9galement notre sant\u00e9. Selon l\u2019Organisation mondiale de la Sant\u00e9, <\/span><a href=\"https:\/\/www.who.int\/fr\/news-room\/questions-and-answers\/item\/cancer-carcinogenicity-of-the-consumption-of-red-meat-and-processed-meat\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">la consommation de viande transform\u00e9e<\/span><\/a><span data-contrast=\"auto\"> est associ\u00e9e \u00e0 un risque accru de plusieurs types de cancers. Les r\u00e9gimes riches en viande <\/span><a href=\"https:\/\/www.nature.com\/articles\/s41586-018-0594-0%C2%A0\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">peuvent augmenter le risque de maladies<\/span><\/a><span data-contrast=\"auto\"> telles que le cancer colorectal, les accidents vasculaires c\u00e9r\u00e9braux et le diab\u00e8te de type\u202f2.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Dans un pays comme le Canada, o\u00f9 le gouvernement finance les soins, ce probl\u00e8me individuel est un probl\u00e8me collectif.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Malheureusement, lorsque l\u2019agriculture est concern\u00e9e, nos politiques climatiques manquent de mordant; elles sont le talon d\u2019Achille de la transition \u00e9nerg\u00e9tique. Par exemple, le secteur agricole est exempt des principaux m\u00e9canismes d\u2019\u00e9cofiscalit\u00e9 comme la <\/span><a href=\"https:\/\/www.journals.uchicago.edu\/doi\/full\/10.1086\/721078\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">tarification carbone<\/span><\/a><span data-contrast=\"auto\">. En somme, le co\u00fbt environnemental de la viande n\u2019est pas inclus dans le prix de notre assiette, ce qui engendre une d\u00e9faillance du march\u00e9.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<h3><b><span data-contrast=\"auto\">Taxer la viande\u2009?<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559740&quot;:276}\">\u00a0<\/span><\/h3>\n<p><span data-contrast=\"auto\">La viande cause une externalit\u00e9 n\u00e9gative sur la soci\u00e9t\u00e9. La fa\u00e7on intuitive de r\u00e9gler ce probl\u00e8me serait d\u2019imposer une taxe \u00e9quivalente aux dommages caus\u00e9s, et ce, pour chaque type de viande.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Par exemple, la production de viande de ruminant (b\u0153uf, ch\u00e8vre, etc.) est significativement plus \u00e9mettrice que celle de volaille; une taxe sur la viande refl\u00e9terait cette information via le prix.\u00a0 Le but d\u2019une telle politique ne serait pas n\u00e9cessairement une diminution de la <\/span><i><span data-contrast=\"auto\">quantit\u00e9<\/span><\/i><span data-contrast=\"auto\"> de viande consomm\u00e9e \u2013 bien que ce serait l\u2019id\u00e9al \u2013, mais plut\u00f4t une <\/span><i><span data-contrast=\"auto\">substitution<\/span><\/i><span data-contrast=\"auto\"> vers des produits moins polluants. L\u2019introduction d\u2019un tel m\u00e9canisme fait d\u2019ailleurs partie int\u00e9grante des conversations sur la d\u00e9carbonation en Europe. En Am\u00e9rique du Nord, le d\u00e9bat n\u2019est malheureusement pas entam\u00e9.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Plusieurs \u00e9tudes ont examin\u00e9 l\u2019impact potentiel d\u2019une taxe sur la viande. Les r\u00e9sultats varient en fonction de la port\u00e9e de la taxe et de son ampleur. Une \u00e9tude examinant l\u2019effet d\u2019une telle taxe <\/span><a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S0306919212001297\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">sur l\u2019ensemble des produits alimentaires<\/span><\/a><span data-contrast=\"auto\"> estime que les \u00e9missions pourraient \u00eatre r\u00e9duites de 10\u202f% \u00e0 20\u202f%. En revanche, une autre \u00e9tude estime que, <\/span><a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S0921800916304669\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">m\u00eame avec un prix sur le carbone \u00e0 200\u202feuros<\/span><\/a><span data-contrast=\"auto\"> (environ 290\u202f$) sur la consommation de produits animaux, la r\u00e9duction des GES serait limit\u00e9e \u00e0 6\u202f%. Taxer uniquement les produits les plus polluants, soit la viande de ruminant, serait donc plus efficace et moins p\u00e9nalisant pour les consommateurs.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Cela m\u00e8ne \u00e0 une autre consid\u00e9ration, celle de l\u2019effet d\u2019une taxe sur la viande sur les m\u00e9nages les plus d\u00e9favoris\u00e9s. Malgr\u00e9 un changement des habitudes alimentaires, <\/span><a href=\"https:\/\/link.springer.com\/article\/10.1007\/s10584-016-1673-6\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">de r\u00e9centes \u00e9tudes<\/span><\/a><span data-contrast=\"auto\"> ont d\u00e9montr\u00e9 que <\/span><span aria-label=\"Rich text content control\"><span data-contrast=\"auto\">\u200b<\/span><span data-contrast=\"auto\">\u200b<\/span><\/span><span aria-label=\"Rich text content control\"><span data-contrast=\"auto\">\u200b<\/span><span data-contrast=\"auto\">\u200b<\/span><\/span><span data-contrast=\"auto\">l\u2019impact serait neutre sur le plan nutritionnel. Ce constat ne s\u2019\u00e9tend toutefois pas au plan fiscal puisqu\u2019une telle taxe serait <\/span><a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S0921800918317592\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">r\u00e9gressive<\/span><\/a><span data-contrast=\"auto\">\u202f: elle affecterait davantage les moins nantis. Par contre, cela n\u2019est vrai qu\u2019avant redistribution.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Il serait en effet possible de rendre la taxe fiscalement neutre \u2013 voire progressive \u2013 en la combinant avec d\u2019autres mesures, comme des cr\u00e9dits d\u2019imp\u00f4t. C\u2019est pr\u00e9cis\u00e9ment ce que le Canada fait avec la taxe carbone f\u00e9d\u00e9rale; dans la province qui la per\u00e7oit, <\/span><a href=\"https:\/\/distribution-a617274656661637473.pbo-dpb.ca\/6399abff7887b53208a1e97cfb397801ea9f4e729c15dfb85998d1eb359ea5c7\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">80\u202f% des m\u00e9nages re\u00e7oivent davantage de cr\u00e9dits carbone qu\u2019ils n\u2019en paient<\/span><\/a><span data-contrast=\"auto\">. (Ce n\u2019est pas le cas au Qu\u00e9bec, o\u00f9 le prix du carbone est r\u00e9gul\u00e9 par une bourse, dont le produit des ventes aux ench\u00e8res est vers\u00e9 dans le Fonds vert.)<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Le probl\u00e8me plus fondamental de la taxe sur la viande est son acceptabilit\u00e9 sociale, puisqu\u2019elle touche un bien profond\u00e9ment enracin\u00e9 dans les habitudes culturelles. Cela signifie que <\/span><a href=\"https:\/\/plus.lapresse.ca\/screens\/823d6f44-138c-4639-ab21-427fbb6d4675%7C_0.html?utm_content=screen&amp;utm_medium=twitter&amp;utm_campaign=microsite+share\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">toute politique pouvant r\u00e9duire une tonne de carbone pour moins de 250\u202f$ est d\u00e9sirable<\/span><\/a><span data-contrast=\"auto\">. Cela ouvre la porte \u00e0 toutes sortes de possibilit\u00e9s.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Des campagnes de communication et de sensibilisation s\u2019attaquant \u00e0 la racine du probl\u00e8me \u2013 nos habitudes \u2013 pourraient donc repr\u00e9senter une approche efficace et socialement acceptable. Par exemple, on pourrait subventionner les producteurs de contenus afin que ceux-ci proposent d\u2019app\u00e9tissantes recettes culinaires \u00e0 faible impact environnemental \u2013 l\u2019asym\u00e9trie de l\u2019information \u00e9tant une autre d\u00e9faillance de march\u00e9.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Dans le m\u00eame esprit, la subvention de prot\u00e9ines v\u00e9g\u00e9tales ou le soutien \u00e0 la recherche pour d\u00e9velopper de nouveaux substituts \u00e0 la viande, moins nocifs pour l\u2019environnement, pourrait aussi \u00eatre consid\u00e9r\u00e9e.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">En plus des mesures d\u2019\u00e9cofiscalit\u00e9, la r\u00e9glementation pourrait aussi servir \u00e0 encourager une alimentation plus durable. Par exemple, les options v\u00e9g\u00e9tariennes prot\u00e9in\u00e9es sont souvent absente dans les menus des restaurants, et le prix de ces options tend \u00e0 \u00eatre plus \u00e9lev\u00e9, malgr\u00e9 des co\u00fbts d\u2019ingr\u00e9dients moindres. Pour rem\u00e9dier \u00e0 cette situation, la r\u00e9glementation pourrait garantir une offre suffisante de produits v\u00e9g\u00e9tariens riches en prot\u00e9ines (un peu \u00e0 l\u2019image des <\/span><a href=\"https:\/\/www.environnement.gouv.qc.ca\/infuseur\/communique.asp?no=4701#:~:text=Qu%C3%A9bec%2C%20le%207%20f%C3%A9vrier%202022.&amp;text=Lorsque%20ce%20r%C3%A8glement%20sera%20adopt%C3%A9,mati%C3%A8re%20d'%C3%A9lectrification%20des%20v%C3%A9hicules.\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">quotas de ventes de voitures \u00e9lectriques<\/span><\/a><span data-contrast=\"auto\">), tout en limitant les frais suppl\u00e9mentaires.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<h3><b><span data-contrast=\"auto\">C\u2019est alimentaire, mon cher Watson<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559740&quot;:276}\">\u00a0<\/span><\/h3>\n<p><span data-contrast=\"auto\">Le milieu alimentaire est un grand oubli\u00e9 de l\u2019action climatique. Ce probl\u00e8me requiert des changements d\u2019habitude.
