{"id":270383,"date":"2022-06-17T14:30:33","date_gmt":"2022-06-17T18:30:33","guid":{"rendered":"https:\/\/policyoptions.irpp.org\/issues\/putin-nuclear-risk\/"},"modified":"2025-10-07T23:57:27","modified_gmt":"2025-10-08T03:57:27","slug":"putin-nuclear-risk","status":"publish","type":"issues","link":"https:\/\/policyoptions.irpp.org\/fr\/2022\/06\/putin-nuclear-risk\/","title":{"rendered":"Could Putin unleash a nuclear weapon?"},"content":{"rendered":"<p>\u201cThis <a href=\"https:\/\/www.nato.int\/cps\/en\/natohq\/opinions_196030.htm?selectedLocale=en\">nuclear sabre-rattling rhetoric<\/a> is dangerous and &#8230; is only increasing tensions,\u201d NATO Secretary General Jens Stoltenberg told an early June press conference in Washington as he condemned recent Russian nuclear exercises.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>That statement echoed President Joe Biden\u2019s guest opinion essay in The <i>New York Times<\/i> at the end of May reminding the world: \u201cAny use of nuclear weapons in this conflict on any scale would be completely unacceptable to us as well as the rest of the world and <a href=\"https:\/\/www.nytimes.com\/2022\/05\/31\/opinion\/biden-ukraine-strategy.html\">would entail severe consequences<\/a>.\u201d<\/p>\n<p>While tensions have decreased in the last few weeks with Russian President Vladimir Putin indicating that <a href=\"https:\/\/www.nato.int\/cps\/en\/natohq\/news_195468.htm\">Finland and Sweden<\/a> joining NATO would <a href=\"https:\/\/www.ft.com\/content\/b3f29756-06e1-443d-8364-bd98c7cd19d4\">pose no threat<\/a> to Russia, it needs to be noted that the comment was made soon after Russian deputy foreign minister Sergei Ryabkov warned of <a href=\"https:\/\/www.theglobeandmail.com\/world\/article-ukraine-claims-battlefield-successes-in-northeast-russia-warns-of\/\">far-reaching consequences<\/a> if the two countries did join NATO.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<blockquote><p><strong><a href=\"https:\/\/policyoptions.irpp.org\/fr\/magazines\/november-2020\/the-nuclear-ban-treaty-is-entering-into-force-what-now-for-canada\/\">The nuclear ban treaty is entering into force. What now for Canada?<\/a><\/strong><\/p>\n<p><strong><a href=\"https:\/\/policyoptions.irpp.org\/fr\/magazines\/april-2021\/government-out-of-step-with-canadians-on-nuclear-weapons\/\">Government out of step with Canadians on nuclear weapons<\/a><\/strong><\/p><\/blockquote>\n<p>This kind of inconsistent messaging and threats from Moscow are not new tactics \u2013 certainly not in the conflict in Ukraine. Putin indicated at the end of January that he \u201cdidn\u2019t want an escalation\u201d but less than a month later Russia invaded. In the spring, Putin warned that if intervention and \u201cstrategic threats for Russia\u201d proceeded \u2013 in the form of Western military aid to support Ukraine\u2019s defence \u2013 then \u201cretaliatory strikes <a href=\"https:\/\/www.reuters.com\/world\/europe\/russia-says-pumping-ukraine-with-weapons-is-threat-european-security-2022-04-28\/\">will be lightning-fast<\/a>.\u201d Russian nuclear rhetoric, known as \u201cescalating to de-escalate,\u201d causes a <a href=\"https:\/\/thebulletin.org\/2022\/06\/will-putin-go-nuclear-an-updated-timeline-of-expert-comments\/\">dangerous ebb and flow<\/a> of nuclear tension.<\/p>\n<p>The question is: Will Putin truly unleash a nuclear weapon?<\/p>\n<p>Maybe. That should be concerning enough to convince the West to take a different approach.<\/p>\n<p>When the words \u201cmight\u201d or \u201ccould potentially\u201d escalate to nuclear use are expressed by nuclear weapons states, the words are meant to convey uncertainty to the public, but they are understood as reassuring by experts.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>The word \u201cmight\u201d indicates a possibility of action \u2013 or inaction \u2013 because we cannot know the future. Certainly, there is a possibility that the war in Ukraine will not escalate to the point of nuclear action. Russian escalation of nuclear threats could therefore be intended only as a rhetorical demonstration of strength. But why are we risking that alternative? <span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>\u201cMight\u201d also means other terrifying possibilities. Currently, there are two: deliberate or inadvertent use.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Deliberate use is exactly what it sounds like. Putin might order the launch of nuclear weapons, massacring people, and threatening to destroy the Earth and the international order. It is an outcome that most arms control and disarmament communities warn against and dread. We are not prepared to deal with the <a href=\"https:\/\/www.icrc.org\/en\/document\/humanitarian-impacts-and-risks-use-nuclear-weapons\">fallout of use of a nuke<\/a>.<\/p>\n<p>Additionally, there are four Ukrainian nuclear power plants that <a href=\"https:\/\/www.iaea.org\/sites\/default\/files\/22\/03\/gov2022-17.pdf\">could be destabilized<\/a> by a nuclear strike \u2013 a disaster that would be felt across Europe. If that were to happen, the global community would have to wrestle with how to act and how to send aid.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Experts believe inadvertent use is a larger concern than deliberate. Within the chaos of conflict, an accidental order or strike might occur. The impact is, unfortunately, the same.<\/p>\n<p>On Feb. 27, Putin ordered Russian nuclear forces on their <a href=\"https:\/\/www.theglobeandmail.com\/world\/article-russias-putin-puts-nuclear-forces-on-highest-level-alert-amid-strong\/\">highest-level alert<\/a> in response to Western sanctions and what he called \u201caggressive statements\u201d by NATO leaders. This represents a concerning shift in policy because the 2020 Russian government policy \u201c<a href=\"https:\/\/www.armscontrol.org\/act\/2020-07\/news\/russia-releases-nuclear-deterrence-policy\">Basic Principles of State Policy of the Russian Federation on Nuclear Deterrence<\/a>\u201d designates using its nuclear weapons as a deterrence measure.<\/p>\n<p>However, we need to understand that Russian deterrence <a href=\"https:\/\/link.springer.com\/chapter\/10.1007\/978-94-6265-419-8_9#Sec3\">vastly differs<\/a> from Western deterrence and that Russia does not have a <a href=\"https:\/\/www.globalzero.org\/no-first-use-faqs\/\">no-first-use policy<\/a>. If Russia deems the current conflict is threatening its state, its nuclear weapons are fully on the table to be used. Russian deterrence policy deems nuclear weapons \u201cdefensive by nature,\u201d but they are not an untouchable piece of weaponry \u2013 as nuclear deterrence theory may make them seem. <span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Russia might use its nuclear weapons as a demonstration of strength if Putin is pushed into a corner and the West runs out of further reactive measures, such as <a href=\"https:\/\/institute.global\/policy\/sanctioning-russia-where-does-west-go-next\">sanctions<\/a> on Russia, and <a href=\"https:\/\/www.forumarmstrade.org\/ukrainearms.html\">arms<\/a> and <a href=\"https:\/\/www.devex.com\/news\/funding-tracker-who-s-sending-aid-to-ukraine-102887\">humanitarian aid<\/a> to Ukraine. Russia\u2019s global reputation has been hurt; its <a href=\"https:\/\/www.themoscowtimes.com\/2022\/04\/18\/losses-morale-and-counterattacks-stymie-russias-donbas-offensive-a77338\">military morale is low<\/a>; and ongoing <a href=\"https:\/\/www.hrw.org\/news\/2022\/03\/07\/russia-criminalizes-independent-war-reporting-anti-war-protests\">state crackdowns<\/a> on Russian media and anti-war protests will continue to contribute to Putin\u2019s possible feelings of insecurity and a possible breakdown of state power.<\/p>\n<p>Because Putin makes his hold on Russia synonymous with the existence and survival of the country, he might use a nuclear weapon as a means to demonstrate and preserve his power.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<blockquote><p><strong><a href=\"https:\/\/policyoptions.irpp.org\/magazines\/russia-does-not-have-a-grand-strategy\/\">Russia does not have a grand strategy<\/a><\/strong><\/p>\n<p><a href=\"https:\/\/policyoptions.irpp.org\/fr\/magazines\/june-2022\/canada-options-ukraine-intervention\/\"><strong>What are Canada\u2019s options in Ukraine?<\/strong><\/a><\/p><\/blockquote>\n<p>The unpreparedness and chaos following the February invasion of Ukraine, as well as reports of Putin\u2019s increased isolationism while being surrounded by \u201cyes men\u201d paints an image of an <a href=\"https:\/\/www.bbc.com\/news\/world-europe-60807134\">unreliable nuclear state leader<\/a>. The concept of <a href=\"https:\/\/www.jstor.org\/stable\/2150861\">strategic nuclear deterrence<\/a> depends on reliable leaders to maintain a level of calm and caution to avoid escalating to the point of using a nuke.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Anyone who downplays the possibility of nuclear weapons being used fails to understand that the very threat of them being mentioned casually as a possibility is a serious matter.<\/p>\n<p>There is nothing casual about a nuclear weapon.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>The current conflict is with a former superpower, one that has been baiting the West, most notably the United States \u2013 for example through <a href=\"https:\/\/www.justice.gov\/archives\/sco\/file\/1373816\/download\">election interference<\/a> \u2013 for about a decade.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Moreover, it \u201c<a href=\"https:\/\/www.justsecurity.org\/81703\/russias-nuclear-threat-inflation-misguided-and-dangerous\/\">normalizes nuclear brinkmanship<\/a> as part of diplomatic standard operating procedure and understates the risks attendant to inadequate escalation control.\u201d The use of nuclear threats to deter the West from giving military aid to Ukraine will be monitored by other nuclear states, such as China, to help them determine whether the West can be deterred from protecting its allies.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>So, what should we do? What can we do?<\/p>\n<p>Calls for action are rightfully being calmed, much to the frustration of many, to avoid pushing Russia farther than the world is prepared to respond.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>I realize that some in the nuclear community believe that anyone using hyperbole is doing no favours to the seriousness of the situation. However, I argue that to ignore the possible reality of the use of nuclear weapons is the equivalent of putting our heads in the sand and hoping for the best. I\u2019m not saying we should all invest in bunkers, practice duck-and-cover drills, and engage in Cold War rhetoric. But I do hope that readers take to heart how serious and complicated this issue is.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>It is so important that we realize these nukes have the power to make issues we currently think are the most serious \u2013 such as the climate crisis \u2013 into an instantaneous global disaster, not one evolving over years and into the future.<\/p>\n<p>As the conflict in Ukraine enters its fourth month and atrocities mount along with global tensions, we must approach Russia with ongoing caution and a level head. It will take special skills of diplomacy to cool the waters, and the West must start considering a different approach because the status quo is no longer what it was.
