Volatile fossil fuel prices and supply chain disruptions have forced governments to <\/span><a href=\"https:\/\/policyoptions.irpp.org\/fr\/magazines\/april-2022\/europe-energy-security-and-a-new-role-for-canada\/\"><span data-contrast=\"none\">take a hard look<\/span><\/a><span data-contrast=\"auto\"> at domestic energy security <\/span><span data-contrast=\"auto\">\u2013<\/span><span data-contrast=\"auto\"> something that has been taken for granted for many years with ever-increasing globalization. These difficulties come as countries are taking steps to tackle the climate crisis. This opens the debate on how to balance concerns over emissions, fuel costs and geopolitics.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:257}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Canada is not immune to these worldwide problems. Although we are lucky to have an electricity system that is more than 80 per cent low-carbon and generated from domestic resources, including uranium mined in Canada, our energy system overall is still heavily reliant on fossil fuels. Transportation, buildings and industry are still mostly powered and heated by oil and natural gas, a significant portion of which is imported.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:257}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Countries have been forced to publicly reconsider their <\/span><a href=\"https:\/\/www.reuters.com\/business\/energy\/engie-work-with-belgium-study-extending-nuclear-power-there-until-2035-2022-03-18\/\"><span data-contrast=\"none\">positions on nuclear power<\/span><\/a><span data-contrast=\"auto\">, which in many cases has been based on politics rather than economic and climate policy. Governments that once suggested they were finished with nuclear power are now admitting that such statements were premature.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:257}\">\u00a0<\/span><\/p>\n<blockquote><p><a href=\"https:\/\/policyoptions.irpp.org\/fr\/magazines\/april-2022\/small-modular-reactors-emissions\/\"><span data-contrast=\"none\">The nuclear option has the potential to reduce emissions from industrial heating<\/span><\/a><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:257}\">\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/policyoptions.irpp.org\/fr\/magazines\/september-2019\/our-move-to-zero-emissions-must-use-nuclear-energy\/\"><span data-contrast=\"none\">Canada\u2019s move to zero emissions must include nuclear energy<\/span><\/a><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:257}\">\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/policyoptions.irpp.org\/fr\/magazines\/fevrier-2021\/ontarios-nuclear-industry-is-necessary\/\"><span data-contrast=\"none\">Ontario\u2019s nuclear industry is necessary<\/span><\/a><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:257}\">\u00a0<\/span><\/p><\/blockquote>\n<p><span data-contrast=\"auto\">Japan is reconsidering its nuclear phase-out, as is Belgium. South Korea\u2019s newly elected president wants <\/span><a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/skoreas-nuclear-power-inflection-point-advocate-wins-presidency-2022-03-11\/\"><span data-contrast=\"none\">at least 30 per cent<\/span><\/a><span data-contrast=\"auto\"> of total energy generation to come from nuclear. There is even a <\/span><a href=\"https:\/\/financialpost.com\/pmn\/business-pmn\/german-minister-opens-door-to-nuclear-extension\"><span data-contrast=\"none\">renewed discussion<\/span><\/a><span data-contrast=\"auto\"> on the potential to extend the life of nuclear plants in Germany, which has long held anti-nuclear sentiments. Other countries actively pursuing nuclear power include <\/span><a href=\"https:\/\/www.world-nuclear-news.org\/Articles\/US-programme-supports-Ghana-nuclear-progress?feed=feed\"><span data-contrast=\"none\">Ghana<\/span><\/a><span data-contrast=\"auto\">, the <\/span><a href=\"https:\/\/www.world-nuclear-news.org\/Articles\/Philippines-relaunches-nuclear-energy-programme\"><span data-contrast=\"none\">Philippines<\/span><\/a><span data-contrast=\"auto\"> and <\/span><a href=\"https:\/\/asia.nikkei.com\/Economy\/Vietnam-poised-to-resume-nuclear-project-a-decade-after-Fukushima\"><span data-contrast=\"none\">Vietnam<\/span><\/a><span data-contrast=\"auto\">.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:257}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">These developments follow statements by other countries that have signaled they are fully committing to nuclear as a central pillar in their emissions-reduction strategies. France, the U.K., and the United States have all stated that they will not only keep existing nuclear facilities running, but also now plan to invest heavily in innovations, including small modular reactors (SMRs).<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:257}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Meanwhile in Canada, we have a government that is a champion of nuclear one day, yet leaves it as a footnote the next.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:257}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">For example, the federal government\u2019s climate plan explicitly includes the need for nuclear power, and the <\/span><a href=\"https:\/\/smractionplan.ca\/\"><span data-contrast=\"none\">2018 SMR action plan<\/span><\/a><span data-contrast=\"auto\"> thrust Canada into the spotlight as a world leader on this promising technology. <\/span><span data-contrast=\"auto\">The <\/span><a href=\"https:\/\/www.canada.ca\/en\/innovation-science-economic-development\/news\/2022\/03\/government-of-canada-invests-in-small-modular-reactor-technology-to-help-transition-canada-to-net-zero-with-cleaner-sources-of-energy.html\"><span data-contrast=\"none\">recent announcement<\/span><\/a><span data-contrast=\"auto\"> by <\/span><span data-contrast=\"auto\">Innovation, Science and Economic Development Canada that it is investing more than $27 million in <\/span><span data-contrast=\"auto\">Westinghouse to develop and deploy its eVinci microreactor suggests the government is fully behind nuclear.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:257}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The <\/span><a href=\"https:\/\/budget.gc.ca\/2022\/home-accueil-en.html\"><span data-contrast=\"none\">2022 federal budget<\/span><\/a><span data-contrast=\"auto\">, tabled in April, also provides explicit financial and policy support for not only the development and deployment of SMRs, but also <\/span><span data-contrast=\"auto\">uranium exploration and nuclear supply chain opportunities in Canada.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:257}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Yet nuclear was excluded from the <\/span><span data-contrast=\"auto\">clean tax credit policy announcements made in the 2020 federal budget as well as <\/span><span data-contrast=\"auto\">the accelerated capital cost allowance (CCA) for clean energy equipment. Then there\u2019s the release of <\/span><a href=\"https:\/\/www.canada.ca\/en\/department-finance\/programs\/financial-sector-policy\/securities\/debt-program\/canadas-green-bond-framework.html\"><span data-contrast=\"none\">Canada\u2019s green bond framework<\/span><\/a><span data-contrast=\"auto\"> in March 2022 by the minister of finance that explicitly excludes nuclear power.<\/span><span data-contrast=\"auto\"> This wasn\u2019t necessarily a surprise. Other green bond frameworks, such as in the U.K., exclude nuclear. But the <\/span><a href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/1002578\/20210630_UK_Government_Green_Financing_Framework.pdf\"><span data-contrast=\"none\">U.K.\u2019s framework<\/span><\/a><span data-contrast=\"auto\"> also explicitly notes that that while it is excluded, nuclear \u201cis, <\/span><span data-contrast=\"auto\">and will continue to be, a key part of the UK\u2019s low-carbon energy mix.\u201d This is a commitment to an industry from government.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:257}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Environment Minister <\/span><span data-contrast=\"auto\">Steven<\/span><span data-contrast=\"auto\"> Guilbeault also <\/span><a href=\"https:\/\/ici.radio-canada.ca\/nouvelle\/1857849\/nucleaire-nouveau-brunswick-petits-reacteurs-modulaires-guilbeault\"><span data-contrast=\"none\">recently suggested<\/span><\/a><span data-contrast=\"auto\"> that Canada will support nuclear, but only if it can compete fairly with other low-carbon generation. However, this doesn\u2019t seem like a fair competition when nuclear is denied access to the same clean energy financing and tax credits available to renewables, and even to carbon capture and storage.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:257}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">These inconsistencies have left many in the nuclear industry wondering about the federal government\u2019s true position and the future of the 76,000 Canadians employed by the industry. The government\u2019s lack of clarity also doesn\u2019t appear to align with indications that most Canadians who understand nuclear power support the industry.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:257}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Several polls indicate this support, including one <\/span><a href=\"https:\/\/www.newswire.ca\/news-releases\/climate-change-considered-the-most-extreme-issue-canada-currently-faces-despite-unprecedented-economic-and-employment-uncertainties-due-to-pandemic-reveals-a-new-study-843045267.html\"><span data-contrast=\"none\">from 2020<\/span><\/a> <span data-contrast=\"auto\">and a <\/span><a href=\"https:\/\/www.schoolofpublicpolicy.sk.ca\/news-events\/events\/2022\/02\/csip-forum-public-perceptions-of-nuclear-technology-in-saskatchewan-and-ontario.php\"><span data-contrast=\"none\">more recent poll<\/span><\/a> <span data-contrast=\"auto\">that specifically targeted <\/span><span data-contrast=\"auto\">people who live near nuclear power plan<\/span><span data-contrast=\"auto\">t<\/span><span data-contrast=\"auto\">s.<\/span><span data-contrast=\"auto\"> The more recent study also indicates that those who are very supportive of SMRs are also likely to be very supportive of solar power, suggesting that Canadians who really care about climate issues support any solution to reduce emissions. In short, the more people know about nuclear power and its benefits, the more they support its role as one of the safest, cleanest, most secure sources of power available.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:257}\">\u00a0<\/span><\/p>\n<blockquote><p><a href=\"https:\/\/policyoptions.irpp.org\/fr\/magazines\/march-2020\/remarkable-signs-of-federal-provincial-unity-on-small-nuclear-reactors\/\"><span data-contrast=\"none\">Remarkable signs of federal-provincial unity on small nuclear reactors<\/span><\/a><\/p>\n<p><a href=\"https:\/\/policyoptions.irpp.org\/fr\/magazines\/april-2022\/europe-energy-security-and-a-new-role-for-canada\/\"><span data-contrast=\"none\">Europe, energy security, and a new role for Canada<\/span><\/a><\/p><\/blockquote>\n<p><span data-contrast=\"auto\">The nuclear industry is aware of this support and stands ready to continue our work with the federal government to build upon this positive momentum. Government should commit to nuclear as a pillar of Canadian energy and climate policy, and should acknowledge that not only is it a cornerstone of our domestic energy security, but there is no credible path to net-zero emissions in Canada without nuclear.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:257}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Now is the time for the federal government to publicly and consistently emphasize the critical role that nuclear must play to address the climate crisis. This starts with recognizing <\/span><span data-contrast=\"auto\">\u2013<\/span><span data-contrast=\"auto\"> as the United Nations <\/span><a href=\"https:\/\/www.orano.group\/en\/unpacking-nuclear\/all-about-the-ipcc-report-on-climate-change\"><span data-contrast=\"none\">Intergovernmental Panel on Climate Change<\/span><\/a><span data-contrast=\"auto\"> has done <\/span><span data-contrast=\"auto\">\u2013<\/span><span data-contrast=\"auto\"> that nuclear is clean energy on par with renewables and other low-carbon technologies.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:257}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">This recognition must be stated not only in government documents and speeches, but also in additional policy, programs and financing mechanisms.<\/span> <span data-contrast=\"auto\">The 2022 federal budget is a very positive step forward, but much more is needed if Canada is to have any hope of meeting its climate commitments. <\/span><span data-contrast=\"auto\">As the federal environment and science ministers <\/span><a href=\"https:\/\/www.nationalobserver.com\/2022\/03\/14\/opinion\/every-tool-toolbox-why-we-need-carbon-capture-utilization-and-storage-fight\"><span data-contrast=\"none\">wrote recently<\/span><\/a><span data-contrast=\"auto\"> when announcing government support for carbon capture and storage, \u201c<\/span><span data-contrast=\"auto\">when it comes to climate change, there\u2019s no magic bullet.
