{"id":269008,"date":"2020-12-15T11:31:41","date_gmt":"2020-12-15T16:31:41","guid":{"rendered":"https:\/\/policyoptions.irpp.org\/issues\/the-unintended-consequences-of-the-atlantic-loop\/"},"modified":"2025-10-07T23:20:15","modified_gmt":"2025-10-08T03:20:15","slug":"the-unintended-consequences-of-the-atlantic-loop","status":"publish","type":"issues","link":"https:\/\/policyoptions.irpp.org\/fr\/2020\/12\/the-unintended-consequences-of-the-atlantic-loop\/","title":{"rendered":"The unintended consequences of the Atlantic Loop"},"content":{"rendered":"<p class=\"dropcap-big\">The federal government\u2019s proposed <a href=\"https:\/\/www.cbc.ca\/news\/canada\/newfoundland-labrador\/atlantic-loop-throne-speech-offshore-oil-1.5736740\">Atlantic Regional Transmission Loop<\/a> is being presented as a way to fight climate change by getting New Brunswick and Nova Scotia off coal. However, it might also have the unintended consequence of creating a confrontation between the federal government and Quebec or hurting Newfoundland and Labrador\u2019s chances of becoming a major exporter of hydroelectricity, or both.<\/p>\n<p>In mid-November, <a href=\"https:\/\/www.emera.com\">Emera<\/a> CEO Scott Balfour shared his excitement about the proposed Atlantic Loop during <a href=\"https:\/\/www.thechronicleherald.ca\/business\/local-business\/roger-taylor-emera-ceo-says-coal-generation-could-end-10-years-earlier-than-planned-521016\/\">a conference call on the energy conglomerate\u2019s third quarter results<\/a>. If completed, <a href=\"https:\/\/www.nspower.ca\">Nova Scotia Power<\/a>, a subsidiary of Emera, would no longer be reliant on coal after 2029. This will mean that in the space of 25 years, Nova Scotia Power\u2019s emissions will have fallen more than 94 per cent, far <a href=\"https:\/\/www.canada.ca\/en\/environment-climate-change\/services\/environmental-indicators\/progress-towards-canada-greenhouse-gas-emissions-reduction-target.html\">exceeding Canada\u2019s Nationally Determined Contribution target of a 30 per cent decline<\/a> over the same period.<\/p>\n<p>The <a href=\"https:\/\/www.cbc.ca\/news\/politics\/atlantic-loop-atlantic-canada-muskrat-falls-quebec-1.5738907\">Atlantic Loop was mentioned once<\/a> in the speech from the throne in September as a way for New Brunswick and Nova Scotia to reduce their reliance on coal. The loop as presented is intended to <a href=\"https:\/\/www.canada.ca\/content\/dam\/acoa-apeca\/documents\/Towards%20a%20Clean%20Power%20Roadmap%20for%20Atlantic%20Canada.pdf\">interconnect electricity suppliers<\/a> in Quebec, Newfoundland and Labrador, New Brunswick and Nova Scotia, thereby improving regional reliability.<\/p>\n<figure id=\"attachment_94915\" aria-describedby=\"caption-attachment-94915\" style=\"width: 624px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/policyoptions.irpp.org\/wp-content\/uploads\/2025\/08\/illustration-hughes.jpg\"><img fetchpriority=\"high\" decoding=\"async\" class=\"wp-image-94915\" src=\"https:\/\/policyoptions.irpp.org\/wp-content\/uploads\/2025\/08\/illustration-hughes.jpg\" alt=\"\" width=\"624\" height=\"780\" \/><\/a><figcaption id=\"caption-attachment-94915\" class=\"wp-caption-text\">(Illustration from \u201cTowards a clean power roadmap for Atlantic Canada,\u201d Atlantic Canada Opportunities Agency)<\/figcaption><\/figure>\n<p>A rudimentary version of the loop already exists with interconnections between <a href=\"https:\/\/news.hydroquebec.com\/en\/press-releases\/1574\/hydro-quebec-and-nb-power-sign-agreements-on-electricity-purchases-and-expertise-sharing\/\">Quebec and New Brunswick<\/a>, <a href=\"https:\/\/www.emera.com\/docs\/default-source\/pdf-to-upload\/20180712-nspi-to-uarb-10-year-system-outlook-revised.pdf?sfvrsn=c0ce20e0_0\">New Brunswick and Nova Scotia<\/a>, Newfoundland and Labrador and Nova Scotia over the recently completed <a href=\"https:\/\/www.emeranl.com\/maritime-link\/overview\">Maritime Link subsea cable<\/a>, the Muskrat Falls hydroelectric project and the island of Newfoundland via the <a href=\"https:\/\/muskratfalls.nalcorenergy.com\/construction-activities\/labrador-island-link\/\">Labrador Island Link (LIL) subsea cable<\/a>, the lines from <a href=\"https:\/\/www.ieee.ca\/millennium\/churchill\/cf_history.html\">Churchill Falls to Quebec<\/a> and a small connection from <a href=\"https:\/\/muskratfalls.nalcorenergy.com\/construction-activities\/labrador-transmission-assets\/\">Churchill Falls to Muskrat Falls<\/a>.<\/p>\n<p>As is often the case though, the devil is in the details.<\/p>\n<p>Last January, at the Atlantic Premiers\u2019 Conference held in St. John\u2019s, Quebec Premier Fran\u00e7ois Legault discussed the development of a <a href=\"https:\/\/atlantic.ctvnews.ca\/quebec-atlantic-premiers-discuss-hydro-as-clean-energy-solution-for-region-1.4764392\">regional grid<\/a> with the four Atlantic premiers. Although Legault\u2019s proposals were seen as <a href=\"https:\/\/immediac.blob.core.windows.net\/cap-cmha\/images\/2019newsroom\/CAP%20Communique%20-%20FINAL%20January%2013,%202020.pdf\">integral to the region\u2019s development of renewable electricity<\/a>, there are a number of reasons why his vision of a regional grid like the Atlantic Loop is driven by far more than simply increasing sales to the Maritime Provinces.<\/p>\n<p>First, <a href=\"https:\/\/www.hydroquebec.com\/investor-relations\/faq\/\">Hydro-Qu\u00e9bec is a government-owned public utility<\/a>. In 2019, HydroQu\u00e9bec\u2019s dividend paid the province over <a href=\"https:\/\/www.hydroquebec.com\/data\/documents-donnees\/pdf\/annual-report.pdf\">$2.1 billion<\/a>. Second, Hydro-Qu\u00e9bec was left looking for a market after its $1.6 billion Northern Pass transmission line project to send additional electricity to New York was blocked by the <a href=\"https:\/\/www.nhpr.org\/post\/after-major-blow-northern-pass-whats-next-hydropower-new-england#stream\/0\">Supreme Court of New Hampshire<\/a> in July 2019. This loss puts Hydro-Qu\u00e9bec\u2019s plan to <a href=\"https:\/\/montreal.ctvnews.ca\/hydro-quebec-to-expand-int-l-market-aims-to-double-revenues-by-2030-1.2937233\">double its profits over the next decade<\/a> into jeopardy. Any electricity sales to the Maritimes would help offset this to a degree.<\/p>\n<p>Third, <a href=\"https:\/\/montrealgazette.com\/business\/hydro-quebec-poised-to-profit-from-u-s-thirst-for-green-energy\">Hydro-Qu\u00e9bec has not lost interest in selling electricity to New England<\/a>. By increasing capacity to New Brunswick, Hydro-Qu\u00e9bec would gain access to existing transmission lines between New Brunswick and New England. In fact, a few days before the Atlantic Premiers\u2019 Conference, Hydro-Qu\u00e9bec and NB Power signed an agreement \u201c<a href=\"https:\/\/www.nbpower.com\/en\/about-us\/news-media-centre\/news\/2020\/hydro-quebec-and-nb-power-sign-agreements-on-electricity-purchases-and-expertise-sharing\/\">to increase electricity exports to Atlantic Canada and the United States<\/a>.\u201d<\/p>\n<p>But there is another, more troubling, reason Quebec is pursuing a regional grid.<\/p>\n<p>By 2030, Hydro-Qu\u00e9bec will be the dominant supplier of hydroelectricity on the Atlantic Loop, responsible for New Brunswick and Nova Scotia meeting their coal reduction targets. Hydro-Qu\u00e9bec and the province of Quebec will also be in the position to hinder Newfoundland and Labrador&#8217;s efforts to become a major electricity provider to parts of Canada and the United States, despite its hydroelectric potential.<\/p>\n<p>Newfoundland and Labrador\u2019s proposed <a href=\"https:\/\/www.power-technology.com\/projects\/lower-churchill\/\">2,250 MW Gull Island hydroelectric project<\/a> is unlikely to <a href=\"https:\/\/www.thetelegram.com\/news\/local\/the-road-to-gull-island-267489\/\">be built in the near future<\/a> for a number of reasons, including <a href=\"https:\/\/www.cbc.ca\/news\/canada\/newfoundland-labrador\/newfoundland-labrador-fiscal-update-july-24-1.5661494\">the province\u2019s precarious financial situation<\/a>, <a href=\"https:\/\/www.culturalsurvival.org\/news\/first-nations-canada-urge-northeast-us-reject-greenwashed-canadian-hydropower\">Indigenous objections to the project<\/a> and <a href=\"https:\/\/www.thetelegram.com\/news\/local\/no-customer-identified-for-gull-island-power-premier-330982\/\">a lack of customers.<\/a> As well, <a href=\"https:\/\/www.cbc.ca\/news\/canada\/newfoundland-labrador\/muskrat-falls-quebec-loan-1.3823922\">Quebec\u2019s past objections to federal loan guarantees for the Muskrat Falls<\/a> generating project means the likelihood of federal support for Gull Island would be problematic.<\/p>\n<p>After 65 years, the <a href=\"https:\/\/www.heritage.nf.ca\/articles\/politics\/churchill-falls.php\">Churchill Falls-Hydro-Qu\u00e9bec contract<\/a> will end in 2041, giving Newfoundland and Labrador access to almost <a href=\"https:\/\/www.ieee.ca\/millennium\/churchill\/cf_home.html\">5,500 MW of electrical capacity<\/a>. Newfoundland and Labrador\u2019s challenge will be to find a way of moving Churchill Fall\u2019s production out of the province.<\/p>\n<p>Using Churchill Fall\u2019s existing transmission lines to Hydro-Qu\u00e9bec puts Newfoundland and Labrador at the mercy of Quebec\u2019s transmission tariffs.<\/p>\n<p>Newfoundland and Labrador could build a new set of transmission lines to avoid Quebec, following the existing Muskrat Falls to Nova Scotia route. While this would make a more balanced and reliable Atlantic Loop, the cost could be prohibitive and open to Quebec\u2019s objections if the federal government were involved.<\/p>\n<p>In 2010, Newfoundland and Labrador\u2019s proposal to reserve transmissions access to the U.S. through Quebec <a href=\"https:\/\/www.theglobeandmail.com\/report-on-business\/industry-news\/energy-and-resources\/newfoundland-bid-to-use-quebec-hydro-lines-turned-down\/article4348468\/\">was blocked by R\u00e9gie de l\u2019\u00e9nergie<\/a>, the Quebec energy regulator, despite regulations allowing it to do so. Newfoundland and Labrador could have turned to the federal government for support of the construction of an international power line through Quebec; however, <a href=\"https:\/\/www.centrehelios.org\/downloads\/studies_marches_concurrentiels_planification\/NEB_Modernization_-_Helios_-_Front_commun_pour_la_transition_energetique.pdf\">Quebec would have fought this, both legally and politically<\/a>.<\/p>\n<p>Meeting Canada\u2019s greenhouse gas emissions targets should not come down to either a confrontation between the federal and Quebec governments or throwing Newfoundland and Labrador under the bus, or both.<\/p>\n<p><span class=\"image-caption\">Photo: Dam producing energy through water in Mactaquac, N.B.
