On Monday night, as business<\/span>es<\/span>\u00a0across the country ground to a halt, a group of dozens of women who own small businesses in communities across Canada gathered for a conference call to share support.\u00a0<\/span>\u00a0<\/span><\/p>\n

We took turns describing the threat COVID-19 poses to the businesses we\u2019ve poured our savings and lives into. For most, the coronavirus has suddenly pushed our normally healthy business risk levels in<\/span>to the red zone. Our companies, which are\u00a0<\/span>in a wide range of industries, are grappling with a cash-flow crisis that could lead to their failure within months<\/span>,<\/span>\u00a0if not weeks.<\/span>\u00a0<\/span><\/p>\n

These are businesses that\u00a0<\/span>in normal times\u00a0<\/span>are profitable and growing. They are leading the way by creating socially and environmentally sustainable jobs: our companies pay a living wage<\/span>,<\/span>\u00a0and we hire people with barriers to employment to create cutting edge innovations like\u00a0<\/span>zero waste grocery stores<\/span><\/a>,\u00a0<\/span>toys that teach empathy<\/span><\/a>\u00a0and\u00a0<\/span>Indigenous-centred wellness products<\/span><\/a>, for example.<\/span>\u00a0<\/span><\/p>\n

Many small businesses across Canada, not just the ones run by women, are vulnerable to unexpected challenges. Women entrepreneurs face particular challenges, however. We know that women-led small businesses are<\/span>\u00a0significantly under-capitalized<\/span><\/a>\u00a0compared with other companies, and they are more vulnerable to failure as a result of an interruption of business or\u00a0<\/span>a\u00a0<\/span>significant revenue decline. Moreover, as\u00a0<\/span>the Canadian Women\u2019s Foundation has shown<\/span><\/a>, the implications of COVID-19 disproportionately impact women because we already experience a gender pay gap<\/span>,<\/span>\u00a0and\u00a0<\/span>we\u00a0<\/span>carry a disproportionate load of unpaid caregiving and household duties.<\/span>\u00a0<\/span><\/p>\n

While\u00a0<\/span>Wednesday\u2019s aid package<\/span><\/a>\u00a0will help businesses that have cash reserves\u00a0<\/span>to\u00a0<\/span>make it through a slowdown, it will not prevent massive layoffs\u00a0<\/span>in\u00a0<\/span>undercapitalized small businesses like ours. With $27 billion in aid and $55 billion in tax deferrals, this package gives two-thirds of the support to the companies that are better prepared to deal with the current situation. Tax deferrals are more helpful for large, very profitable companies that have more access to financing options than\u00a0<\/span>they are\u00a0<\/span>for small companies with narrower margins and challenging financing.\u00a0<\/span>Research has shown<\/span><\/a>\u00a0that trickle-down economics does not work<\/span>,<\/span>\u00a0even long-term, never mind in a short-term emergency situation like this.<\/span>\u00a0<\/span><\/p>\n

T<\/span>he number one concern that came up in our Monday call<\/span>\u00a0was<\/span>,<\/span>\u00a0how will we pay our people? Many of our small businesses will be able to withstand an interruption in business if we can also interrupt our biggest expense<\/span>,<\/span>\u00a0labour. But a 10 percent payroll subsidy is not nearly sufficient for us to retain employees and avoid layoffs.<\/span>\u00a0<\/span><\/p>\n

We\u2019re encouraged to see\u00a0<\/span>that\u00a0<\/span>the direct support for workers includ<\/span>es<\/span>\u00a0increases to the child tax credit and support for those\u00a0<\/span>who are\u00a0<\/span>not eligible for EI. Our employees can\u2019t live in cities like Vancouver and Toronto on the 55 percent of their wages provided by EI, and we don\u2019t want to leave them out in the cold if we\u2019re forced to lay them off.\u00a0<\/span>So<\/span>\u00a0this safety net\u00a0<\/span>does\u00a0<\/span>give us some comfort.<\/span>\u00a0<\/span><\/p>\n

But we don\u2019t want to resort to layoffs. We would be disassembling fully trained, functional teams\u00a0<\/span>that\u00a0<\/span>we need in normal times,\u00a0<\/span>and\u00a0<\/span>then\u00a0<\/span>we would be\u00a0<\/span>shouldering the cost of recruiting and training employees when the time comes to put our teams back together.<\/span>\u00a0<\/span><\/p>\n

We need more wage relief,\u00a0<\/span>something like<\/span>\u00a0the 75 percent subsidy for up to three months<\/span>\u00a0<\/span>announced by Denmark<\/span><\/a>, to guarantee our workers\u2019 incomes and protect sustainable jobs. If we can hold on to them through this temporary interruption in business, that will solve most of the problem for us. Call it trickle-up economics.<\/span>\u00a0<\/span><\/p>\n

It\u2019s now clear that the economy is likely to halt for at least a couple of months.\u00a0<\/span>If\u00a0<\/span>companies<\/span>\u00a0are t<\/span>o come out the other side alive,\u00a0<\/span>they\u00a0<\/span>need a breather, too. The best way for the government to support us while keeping consumers spending is to guarantee workers\u2019 income<\/span>s,<\/span>\u00a0so that businesses get relief from supplying that income.<\/span>\u00a0<\/span><\/p>\n

Companies that were viable and growing before the crisis can be again afterward. If\u00a0<\/span>they\u00a0<\/span>can retain their personnel the economy can be restarted<\/span>,<\/span>\u00a0like flicking a switch. By supporting workers, we\u2019ll avoid taking apart the teams that are the engine of our economy.<\/span>\u00a0<\/span><\/p>\n

Increasing our access to debt won\u2019t solve this problem. We need to allow our staff to comply with the social-distancing directives of our provincial health authorities without bankrupting themselves or our companies. Many small businesses already carry debt loads they can barely manage.<\/span>\u00a0<\/span>\u00a0<\/span><\/p>\n

In the same way that we\u2019re all practicing social distancing to protect\u00a0<\/span>those who are<\/span>\u00a0most vulnerable to COVID-19 in our communities, we need to focus stimulus efforts to prevent the failure of the most vulnerable part of our economy:\u00a0<\/span>our\u00a0<\/span>small businesses, especially those that are undercapitalized, such as women-owned companies.<\/span>\u00a0<\/span><\/p>\n

A<\/span>n economic package that\u00a0<\/span>will\u00a0<\/span>ensure<\/span>\u00a0that<\/span>\u00a0businesses like ours survive by\u00a0<\/span>enabling\u00a0<\/span>us\u00a0<\/span>to\u00a0<\/span>help our workers will help all small businesses<\/span>,<\/span>\u00a0<\/span>as well as\u00a0<\/span>the employees and communities we serve.<\/span>\u00a0<\/span><\/p>\n
