We care because we value and depend on nature. And many of us\u202f\u2014\u202ffrom backyard birdwatchers in Quebec to wader-clad anglers in British Columbia\u2019s Elk River\u202f\u2014\u202fare worried.\u202f Making room for nature should be at the top of our new government\u2019s agenda.<\/p>\n<p>The natural systems that sustain life on Earth are in deep trouble.<\/p>\n<p>A landmark\u00a0<a href=\"https:\/\/ipbes.net\/system\/tdf\/ipbes_7_10_add.1_en_1.pdf?file=1&amp;type=node&amp;id=35329\">UN report in May 2019\u00a0<\/a>concluded that 1 million species worldwide are at risk of extinction. Even more recently,\u00a0a study published in\u202f<a href=\"https:\/\/phys.org\/news\/2019-09-canada-lost-birds-years.html?utm_source=TrendMD&amp;utm_medium=cpc&amp;utm_campaign=Phys.org_TrendMD_1\"><em>Science<\/em><\/a><em>\u202f<\/em>estimated 1 in 4 birds in North America has disappeared over the past four decades, which amounts to 3 billion missing birds.<\/p>\n<p>We have the conditions for political action on this crisis.<\/p>\n<p>In 2014, Stephen Harper <a href=\"https:\/\/www.cbc.ca\/news\/canada\/new-brunswick\/stephen-harper-reveals-new-national-conservation-plan-1.2644274\">announced his government<\/a> would protect\u00a017 percent of Canada\u2019s land and fresh water and 10 percent of oceans by 2020 as part of an international pact to conserve nature. Through nationwide efforts, we have seen\u00a0<a href=\"https:\/\/www.canada.ca\/en\/environment-climate-change\/news\/2019\/08\/canadas-175-million-investment-in-nature-kicks-off-conservation-projects-in-every-province-and-territory.html\">significant progress\u00a0<\/a>toward achieving these goals.<\/p>\n<p>Under Justin Trudeau\u2019s Liberal government, Canada\u00a0achieved and surpassed the <a href=\"https:\/\/www.dfo-mpo.gc.ca\/oceans\/conservation\/achievement-realisations\/index-eng.html\">marine protection target<\/a> and increased terrestrial protection <a href=\"https:\/\/www.canada.ca\/en\/environment-climate-change\/services\/environmental-indicators\/conserved-areas.html\">to about 11 percent<\/a>. In 2018,\u00a0the federal government announced <a href=\"https:\/\/thenarwhal.ca\/canada-commits-historic-1-3-billion-create-new-protected-areas\/\">$1.3 billion to create new protected areas<\/a> and species at risk, the biggest nature investment in Canadian history.<\/p>\n<p>Over the course of the 2019 election, the\u00a0<a href=\"https:\/\/2019.liberal.ca\/our-platform\/more-conservation\/\">Liberals<\/a>, <a href=\"https:\/\/www.ndp.ca\/climate-action\">NDP<\/a> and <a href=\"https:\/\/www.greenparty.ca\/en\/platform\/ecological-wisdom\">Greens<\/a>\u202fall\u202fannounced\u00a0they want to take the next step: protect at least 30 percent of Canada\u2019s land, freshwater and ocean territory by 2030, with the Liberals setting an interim target of protecting 25 percent by 2025.<\/p>\n<p>The parties are on the right track, and the new government is positioned for continued leadership\u00a0at home and on the world stage. Protected and conserved areas are our most effective policy tools to safeguard habitat. They can also make major contributions to other widely held national goals, including climate change mitigation and adaption, reconciliation with Indigenous\u00a0peoples, supporting rural economies and promoting health and well-being.\u00a0To achieve these goals, support for Indigenous-led conservation must lie at the heart of a Canadian nature agenda.<\/p>\n<p>The public supports action. In April 2019, an\u00a0<a href=\"https:\/\/www.borealconservation.org\/stories-1\/2018\/1\/22\/64kyddllmmo8y20pqb1ym2gv9l5312-gz6tt-gmgr3-9yh42-s8ks5-3rpxp-g279f-zbgmp-2mf9d-4w62n-j82fn-d6hg3-t6lse-47xlm-2czyf-nazgz-8c3sh-bbhpz-lghdh-y4c49-sa33f-ey4ph-mz45x\">Abacus Data poll\u00a0<\/a>found 9 out of 10 Canadians either strongly support or support the commitment to protect at least 17 percent of lands and fresh water by 2020, and over two-thirds of Canadians support federal investment in Indigenous protected areas.<\/p>\n<p>We know it can be done.\u202fThanks to the hard work of Indigenous communities, nature groups and government partners, proposals for protecting natural areas throughout the country are waiting for support to help Canada meet its targets. People\u202fare ready to work together to help us get there.<\/p>\n<p>The stage is set. Based on its platform commitments, the new government is poised to usher in the nature protection achievement of a generation.<\/p>\n<p>To realize this opportunity, here are five key priorities that should be reflected in\u00a0ministers\u2019 mandate letters, the Throne Speech and the 2020 federal budget.<\/p>\n<ol>\n<li><strong>Adopt and achieve ambitious protected area targets.<\/strong>There is growing\u00a0<a href=\"https:\/\/science.sciencemag.org\/content\/361\/6407\/1051\">scientific evidence\u00a0<\/a>that we must conserve between 30\u00a0to\u00a070\u00a0percent\u00a0of land, freshwater and oceans to maintain the ecosystems that support our well being. The government committed to ambitious new targets in the election and to champion them at the global level. Canada\u00a0must continue working for completion of its international commitments to protect nature, including 17 percent of land and inland waters protected by the close of 2020, 25 percent of land and oceans protected by 2025, and 30 percent by 2030.<\/li>\n<li><strong>Commit to Indigenous-led conservation and stewardship of protected areas<\/strong>.\u00a0Canada should champion and fund Indigenous\u00a0protected\u00a0areas as part of a commitment to the equitable and effective management of protected areas that respects the rights, responsibilities and interests of Indigenous peoples.\u202fThis includes stewardship and management of these areas\u202fthrough Indigenous guardian programs and capacity-building initiatives. Canadian leadership in supporting Indigenous-led conservation\u202fcould ultimately contribute to Canada\u2019s global leadership in shaping better relationships between Indigenous and non-Indigenous peoples and with\u00a0nature.<\/li>\n<li><strong>Ensure protected areas are planned and managed for ecological integrity\u00a0<\/strong>in accordance with internationally accepted minimum protected standards.\u00a0The federal government should adopt minimum standards of protection for protected areas and other effective conservation measures based on\u00a0 the definitions and guidance of the <a href=\"https:\/\/www.iucn.org\/\">International Union for the Conservation of Nature<\/a>.<\/li>\n<li><strong>Tackle biodiversity loss and climate change as deeply connected environmental crises<\/strong>.\u00a0The federal government should maintain a two-pronged emphasis on protecting biodiverse areas that contribute to climate change mitigation and adaptation, and on integrating ecosystem-based solutions into Canada\u2019s climate-change accounting and strategy.<\/li>\n<li><strong>Scale up conservation investments for long-term success<\/strong>.\u00a0Indigenous governments, local communities, landowners, nature groups and others are ready to help as partners.\u00a0The <a href=\"https:\/\/greenbudget.ca\/wp-content\/uploads\/2019\/10\/Green-Budget-Coalitions-final-Recommendations-for-Budget-2020-November-5-2019-web-site.pdf\">Green Budget Coalition<\/a> recommends investments\u00a0in nature of $934 million in the 2020-21 federal budget, and a further $2.3 billion over the following three years, as well as the creation of a $1 billion nature-based climate solutions fund over four years to support actions that reduce emissions and\u00a0help ecosystems adapt to climate change, while also conserving biodiversity<em>.<\/em><\/li>\n<\/ol>\n<p>This vision is achievable and will resonate deeply with Canadians\u2019 core values, and will rally and unify citizens across regional and partisan lines after a divisive national election.<\/p>\n<p>It\u2019s time to make room for nature.<\/p>\n<p><span class=\"image-caption\">Photo: Wetlands of the George C.
