Canada is fortunate to have a <a href=\"https:\/\/www.nrcan.gc.ca\/maps-tools-and-publications\/publications\/minerals-and-mining-publications\/canadian-mineral-production\/17722#s1\"><span class=\"s4\">considerable endowment of minerals and metals<\/span><\/a><\/span><span class=\"s1\">. <\/span><span class=\"s5\">Africa also holds 30 percent of the worlds mineral resources.<\/span><span class=\"s3\"> But Africa, <\/span><span class=\"s6\">despite being so richly endowed, <a href=\"https:\/\/waronwant.org\/media\/africa-continent-wealth-continent-poverty\"><span class=\"s2\">has drawn little benefit from this mineral wealth<\/span><\/a> and remains one the poorest continents on the globe.<\/span><span class=\"s3\"> Canada\u2019s mining industry, with its <\/span><span class=\"s1\">skilled and diverse workforce and leadership in corporate social responsibility, could assist mineral-rich African nations with addressing their lack of skilled workforce in this competitive industry.\u00a0<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Africa\u2019s <a href=\"https:\/\/d3n8a8pro7vhmx.cloudfront.net\/cdfai\/pages\/1085\/attachments\/original\/1474297957\/Canadian_Mining_Companies_in_Africa_-_Andrew_McAlister.pdf?1474297957\"><span class=\"s2\">vast reserves of minerals are essential for global production and consumption<\/span><\/a>. Nonetheless, the vast majority of resource-rich African countries have failed on the promise to foster both economic diversification and poverty reduction because of the continent\u2019s <a href=\"https:\/\/d3n8a8pro7vhmx.cloudfront.net\/cdfai\/pages\/1085\/attachments\/original\/1474297957\/Canadian_Mining_Companies_in_Africa_-_Andrew_McAlister.pdf?1474297957\"><span class=\"s2\">political instability, regulatory incertitude<\/span><\/a><\/span><span class=\"s7\">, infrastructure weaknesses and shortages of skilled labour. <\/span><span class=\"s1\">Sub-Saharan Africa\u2019s out-of-school rate among upper secondary aged youth is the highest in the world at 58 percent, according to a <a href=\"https:\/\/uis.unesco.org\/sites\/default\/files\/documents\/fs48-one-five-children-adolescents-youth-out-school-2018-en.pdf\"><span class=\"s2\">UNESCO Institute of Statistics report<\/span><\/a>.<b> <\/b><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\"><b>Africa\u2019s mineral resource extraction and Canadian assistance programs <\/b><\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">In fiscal year 2017-2018, <a href=\"https:\/\/www.international.gc.ca\/gac-amc\/assets\/pdfs\/publications\/odaaa-17-18-eng.pdf\"><span class=\"s2\">48 percent of Canada\u2019s bilateral international development assistance was directed to sub-Saharan Africa<\/span><\/a>. But there are <\/span><span class=\"s8\">only two international development programs that address the extractive industries. The <a href=\"https:\/\/cowatersogema.com\/project\/enhanced-oversight-of-the-extractives-industry-in-francophone-west-africa\/\"><span class=\"s2\">Enhanced Oversight of the Extractive Industries in Francophone West Africa<\/span><\/a> project was launched by the Liberal government in 2016 with the goal of <\/span><span class=\"s9\">enhancing transparency and accountability in the extractives sector in four resource-rich countries \u2013 Burkina Faso, Cameroon, Madagascar and Mali \u2013 and in francophone sub-Saharan Africa more broadly. <a href=\"https:\/\/w05.international.gc.ca\/projectbrowser-banqueprojets\/project-projet\/details\/d000770001\"><span class=\"s4\">Building Responsible Mineral Supply Chains for Development in Africa<\/span><\/a><\/span><span class=\"s8\"> was created by the Harper government in March 2015 with the stated goal of <\/span><span class=\"s1\">ensuring that high-value minerals contribute to sustainable economic development and poverty reduction in the Great Lakes region of Africa.<\/span><\/p>\n<p class=\"p4\"><span class=\"s1\"><b>The Canadian mining industry<\/b><\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">Canada is the <a href=\"https:\/\/www.nrcan.gc.ca\/our-natural-resources\/minerals-mining\/minerals-metals-facts\/minerals-and-economy\/20529\"><span class=\"s2\">world leader<\/span><\/a> in the production of potash, and ranks among the top five global producers of highly sought minerals and metals including aluminium (3rd), gold (5th) and uranium (2nd), as well as diamonds (2nd). In 2017, Canada\u2019s mineral production was valued at almost $44 billion. <\/span><\/p>\n<p class=\"p1\"><span class=\"s2\"><a href=\"https:\/\/www.chamber.ca\/media\/blog\/130130-mining-capital\/\">The development of a skilled and diverse human resource cluster<\/a><\/span><span class=\"s1\"> was a critical factor enabling it to transform its resource endowment into a global competitive advantage. Our prospectors and miners are now valuable human resources for mining firms around the world looking to make Canada their home. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\"><b><i>Sudbury case<\/i><\/b><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The city of Sudbury is a prime example highlighting the Canadian mining industry\u2019s success in promoting research and skills development. It is now the world\u2019s largest integrated mining centre. It is also home to a remarkable concentration of mining education and research programs, such as the public-private <a href=\"https:\/\/www.cemi.ca\/\"><span class=\"s2\">Centre for Excellence in Mining Innovation<\/span><\/a>, and the <a href=\"https:\/\/goodmanschoolofmines.laurentian.ca\/\"><span class=\"s2\">Goodman School of Mines<\/span><\/a> at Laurentian University, in Sudbury. Goodman has become the premier destination for the training of both skilled labour and mining engineering in Canada.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\"><b>Social responsibility and inclusiveness<\/b><\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">In 2004, the Mining Association of Canada launched <a href=\"https:\/\/www.tradecommissioner.gc.ca\/canadexport\/0003604.aspx?lang=eng\"><span class=\"s2\">Towards Sustainable Mining<\/span><\/a><\/span><span class=\"s2\"> (TSM)<\/span><span class=\"s1\">, a world-recognized standard for sustainable social and environmental mining practices. TSM standards have been adopted by the Canadian mining industry as well as by several other countries, including Botswana. However, while their adoption is compulsory for mining companies operating in Canada, it is voluntary for the overseas projects of mining companies.<\/span><\/p>\n<p class=\"p9\"><span class=\"s1\">For some time, <\/span><span class=\"s9\">Canadian mining companies have been subject to claims of serious human and environmental rights violations in their operations overseas.<\/span><span class=\"s1\"> In 2015, the Inter-American Commission on Human Rights <a href=\"https:\/\/stoptheinstitute.ca\/wp-content\/uploads\/2015\/01\/CanadianMiningLatinAmerica-ExecSummary.pdf\"><span class=\"s2\">released a report on the impact of Canadian Mining<\/span><\/a> in Latin America, where between 50 percent and 70 percent of mining activity involved Canadian companies. It reported that in 2013 in Peru alone the ombudsman \u201ccounted 107 active or latent social conflicts in the mining sector, out of a total of 148 socio-environmental conflicts. Five Canadian mining companies operate in all of the above countries.\u201d At the time of the investigation, 198 active conflicts had been attributed to mega-mining operations in the region. <span class=\"Apple-converted-space\">\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 <\/span><\/span><\/p>\n<p class=\"p9\"><span class=\"s1\">As recently as February 2019, the Globe and Mail\u2019s Report on Business <a href=\"https:\/\/www.theglobeandmail.com\/business\/rob-magazine\/article-people-are-dying-because-of-our-mines-its-time-for-the-killing-to\/\"><span class=\"s2\">featured the headline<\/span><\/a> \u201cPeople are dying because of Canadian mines. It is time for the killing to stop.\u201d <\/span><\/p>\n<p class=\"p10\"><span class=\"s7\">Since then, the federal government has established an<b> <\/b><\/span><span class=\"s9\">independent watchdog to enforce responsible conduct of Canadian companies operating abroad.\u201d <\/span><span class=\"s3\">Sheri Meyerhoffer\u00a0<a href=\"https:\/\/www.canada.ca\/en\/global-affairs\/news\/2019\/04\/minister-carr-announces-appointment-of-first-canadian-ombudsperson-for-responsible-enterprise.html\"><span class=\"s4\">was appointed Ombudsperson for Responsible Enterprise<\/span><\/a><\/span><span class=\"s7\"> in April 2019<b>. <\/b><\/span><\/p>\n<p class=\"p9\"><span class=\"s1\">These reports highlight how important it is for the Canadian mining industry to improve its reputation by becoming a world leader in social, environmental and inclusive practices domestically and abroad. It remains to be seen <a href=\"https:\/\/www.catholicregister.org\/item\/29307-ombud-s-much-delayed-arrival-met-with-anger\"><span class=\"s2\">how effective the ombudsperson\u2019s office will be.<\/span><\/a> <\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">The mining industry, which is <a href=\"https:\/\/mining.ca\/wp-content\/uploads\/2019\/03\/Facts-and-Figures-English-Web_0.pdf\"><span class=\"s2\">the largest private-sector employer of Indigenous people in Canada<\/span><\/a>, has long collaborated with Indigenous communities. Resource extraction industries that partner with Indigenous communities are often sealed with impact and benefit agreements (IBAs) and other legally enforceable agreements that establish mutually beneficial, formal relationships between First Nations communities and the extractive industry. From 1974 to 2018, 455 IBAs were signed. <\/span><\/p>\n<p class=\"p3\"><span class=\"s1\"><b>Collaboration in international mining is possible <\/b><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">One international example of this kind of collaborative approach is the <a href=\"https:\/\/www.mining.com\/from-mines-to-minds-educational-project-in-sierra-leone-26044\/3342\/\"><span class=\"s2\">From Mines to Minds II<\/span><\/a> project in Sierra Leone. Sierra Leone\u2019s <a href=\"https:\/\/www.mining-journal.com\/digital_assets\/469c0ca1-38de-43bd-af37-a4d5cf503844\/Sierra_Leone_2018scr_v2.pdf\"><span class=\"s2\"> mining sector is crucially important to its economy<\/span><\/a>. As <a href=\"https:\/\/www.giz.de\/en\/downloads\/giz2018-en-skills-sierra-leone.pdf\"><span class=\"s2\">a collaboration between<\/span><\/a> Sierra Leone\u2019s Ministry of Education, Science and Technology, the Jackson and Devon Anderson Technical Institute in Sierra Leone, the <a href=\"https:\/\/www.giz.de\/en\/worldwide\/343.html\"><span class=\"s2\">German Agency for International Cooperation<\/span><\/a>, and Sierra Rutile Limited, a mineral sands company operating in Sierra Leone, its aim was to provide young people in Sierra Leone with the technical, financial, and organizational training required to improve their skills and employability.\u00a0<\/span><\/p>\n<p class=\"p1 dropcap\"><span class=\"s11\">B<\/span><span class=\"s1\">ecause of its <\/span><span class=\"s7\">considerable endowment of minerals and metals<\/span><span class=\"s1\">, skilled and diverse workforce, Canada is well-positioned to share with African countries how it has transformed its mineral-resource wealth into a global competitive advantage.\u00a0 The appointment of an ombudsperson to oversee the operations of Canada\u2019s extractive industries abroad is an opportunity for Canada to take the lead in corporate social responsibility<b> <\/b>in the mining industry<b>. <\/b> The industry\u2019s collaboration with Indigenous communities and IBAs<\/span><span class=\"s7\"> are one way the mining industry can support the process of reconciliation and could serve as a model for Canadian mining companies with projects in Africa.<b> <\/b>Canada could also follow the example of p<\/span><span class=\"s1\">rojects like From Mines to Minds in Sierra Leone. Such projects<\/span><span class=\"s7\"> provide extractive industries the social license to operate and allow them to develop valuable relationships with the African people they need to employ.
