{"id":267655,"date":"2019-11-11T11:30:17","date_gmt":"2019-11-11T16:30:17","guid":{"rendered":"https:\/\/policyoptions.irpp.org\/issues\/feminist-senators-are-critical-actors-in-womens-representation\/"},"modified":"2025-10-07T22:43:18","modified_gmt":"2025-10-08T02:43:18","slug":"feminist-senators-are-critical-actors-in-womens-representation","status":"publish","type":"issues","link":"https:\/\/policyoptions.irpp.org\/fr\/2019\/11\/feminist-senators-are-critical-actors-in-womens-representation\/","title":{"rendered":"Feminist Senators are critical actors in women\u2019s representation"},"content":{"rendered":"<p class=\"p1 dropcap-big\"><span class=\"s1\">The results of the federal election have produced much <a href=\"https:\/\/policyoptions.irpp.org\/fr\/magazines\/october-2019\/parties-not-voters-to-blame-for-slow-rise-of-women-mps\/\"><span class=\"s2\">scrutiny<\/span><\/a> over the number of <a href=\"https:\/\/globalnews.ca\/news\/6069742\/elections-female-women-parliament-record\/\"><span class=\"s2\">women<\/span><\/a> in Canadian Parliament. The Senate is <a href=\"https:\/\/senate-gro.ca\/news\/senate-comes-closer-to-gender-parity-as-two-women-sworn-in-as-senators\/\"><span class=\"s2\">nearing gender parity<\/span><\/a>, with <a href=\"https:\/\/policyoptions.irpp.org\/fr\/magazines\/march-2019\/taking-stock-ottawas-diversity-promises\/\"><span class=\"s2\">60 percent<\/span><\/a> of Prime Minister Trudeau\u2019s appointments being women. Gender and politics scholarship has shown that meaningful representation of women\u2019s interests is likely to occur not just because of a critical mass of women, but because of the presence of critical actors. It seems that a group of independent feminist senators have the potential to be critical actors in the representation of Canadian women\u2019s policy interests. Their efforts will be ones to watch in the next Parliament.<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">The new Parliament will start in the coming weeks, and politicians will descend on Parliament Hill ready to get to work. They certainly haven\u2019t forgotten the <a href=\"https:\/\/nationalpost.com\/opinion\/andrew-coyne-our-unelected-senate-doesnt-even-have-to-actually-defeat-a-bill-to-kill-it\"><span class=\"s2\">near-constitutional crisis<\/span><\/a> at the end of the last Parliament. The Liberal government pushed many pieces of legislation through the House of Commons only to have them stall in the Senate. While some bills were <a href=\"https:\/\/globalnews.ca\/news\/5417286\/parliament-summer-bills-passed\/\"><span class=\"s2\">passed<\/span><\/a>, a few significant pieces of legislation <a href=\"https:\/\/www.cbc.ca\/news\/politics\/rona-ambrose-sex-assault-undrip-1.5182877\"><span class=\"s2\">died on the Senate\u2019s Order Paper<\/span><\/a>. Amidst the intensity of the last legislative session, a cadre of feminist independent senators worked hard to ensure that the interests of Canadian women were represented. When Parliament starts up again, these senators will surely continue to work together to pursue feminist initiatives in policy-making. <\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">For decades, the Senate has had a better balance of men and women than the House of Commons has. However, we have no studies that show whether the presence of women senators has led to the effective representation of Canadian women\u2019s policy interests. <\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">In recent years, research on women\u2019s representation has shifted focus. Rather than looking just at the number of women in Parliament, researchers are looking at the critical actors who represent women\u2019s interests. We know that increasing the number of women in a legislature is likely to improve the representation of women\u2019s policy interests. However, <a href=\"https:\/\/www.cambridge.org\/core\/journals\/government-and-opposition\/article\/analysing-womens-substantive-representation-from-critical-mass-to-critical-actors\/EAE6330FC329A3527F42FD38728145C3\"><span class=\"s2\">researchers have found<\/span><\/a> <a href=\"https:\/\/journals.sagepub.com\/doi\/abs\/10.1111\/j.1467-856X.2011.00467.x\"><span class=\"s2\">the most important factor<\/span><\/a> is that there are actually people in Parliament who are willing to stand up for women. The group of feminist Canadian senators could be those critical actors.<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">The <a href=\"https:\/\/www.canada.ca\/en\/campaign\/independent-advisory-board-for-senate-appointments.html\"><span class=\"s2\">new Senate appointment process<\/span><\/a> allows individuals to nominate others or apply directly, and it emphasizes proficiency over partisanship. As a result, many feminists with specific expertise have been appointed as independent senators with free rein to form their own alliances. <\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Under the new appointment system, a number of Canadian feminist powerhouses have been introduced to Parliament. They bring with them a myriad of experience advocating for women\u2019s interests. <a href=\"https:\/\/sencanada.ca\/en\/senators\/dasko-donna\/\"><span class=\"s2\">Donna Dasko<\/span><\/a> helped found <a href=\"https:\/\/www.equalvoice.ca\/\"><span class=\"s2\">Equal Voice<\/span><\/a>, which is a nonpartisan organization that supports women running for office in Canada. <a href=\"https:\/\/sencanada.ca\/en\/senators\/pate-kim\/\"><span class=\"s2\">Kim Pate<\/span><\/a> was formerly the director of the <a href=\"https:\/\/www.caefs.ca\/\"><span class=\"s2\">Canadian Association of Elizabeth Fry Societies<\/span><\/a>, which advocates for women in the criminal justice system. Another senator who has fought for women\u2019s rights is <a href=\"https:\/\/sencanada.ca\/en\/senators\/mcphedran-marilou\/\"><span class=\"s2\">Marilou McPhedran<\/span><\/a>, who was instrumental in getting section 15 equality rights into the <i>Canadian<\/i> <i>Charter of Rights and Freedoms<\/i>, and who helped to found the <a href=\"https:\/\/www.leaf.ca\/\"><span class=\"s2\">Women\u2019s Legal Education and Action Fund<\/span><\/a>. <a href=\"https:\/\/sencanada.ca\/en\/senators\/coyle-mary\/\"><span class=\"s2\">Mary Coyle<\/span><\/a> has also promoted the rights of women and Indigenous peoples, setting up the <a href=\"https:\/\/www.firstpeoplesfund.ca\/index.php\"><span class=\"s2\">First Peoples Fund<\/span><\/a> to provide microfinancing to First Nations and M\u00e9tis communities in Canada. Before entering politics, <a href=\"https:\/\/sencanada.ca\/en\/senators\/lankin-frances-pc\/\"><span class=\"s2\">Frances Lankin<\/span><\/a> was an active member of the Ontario Public Service Employees Union, where she acted as the provincial spokesperson for the <a href=\"https:\/\/equalpaycoalition.org\/\"><span class=\"s2\">Equal Pay Coalition<\/span><\/a>. <a href=\"https:\/\/sencanada.ca\/en\/senators\/moodie-rosemary\/\"><span class=\"s2\">Rosemary Moodie<\/span><\/a> comes from a career in maternal medicine, where she advocated for the expansion of quality health care to marginalized populations. The specific expertise that these senators bring to Parliament informs their work in the Senate. <\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">There are also senators who have particular experience with advising governments on women\u2019s issues. <a href=\"https:\/\/sencanada.ca\/en\/senators\/bernard-wanda-thomas\/\"><span class=\"s2\">Wanda Thomas Bernard<\/span><\/a> was the chair of the <a href=\"https:\/\/women.gov.ns.ca\/\"><span class=\"s2\">Nova Scotia Advisory Council on the Status of Women<\/span><\/a>. <a href=\"https:\/\/sencanada.ca\/en\/senators\/hartling-nancy\/\"><span class=\"s2\">Nancy Hartling<\/span><\/a> cochaired the New Brunswick <a href=\"https:\/\/www2.gnb.ca\/content\/dam\/gnb\/Departments\/eco-bce\/WEB-EDF\/Violence\/PDF\/en\/Report.pdf\"><span class=\"s2\">Minister\u2019s Working Group on Violence Against Women<\/span><\/a>. <a href=\"https:\/\/sencanada.ca\/en\/senators\/miville-dechene-julie\/\"><span class=\"s2\">Julie Miville-Dech\u00eane<\/span><\/a> was the chair of the Quebec government\u2019s <a href=\"https:\/\/www.csf.gouv.qc.ca\/\"><span class=\"s2\">Conseil du statut de la femme<\/span><\/a>. These formidable women represent a few of the feminist senators who, along with many other senators, are working hard to represent women\u2019s interests in the chamber as well. <\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">With this influx of wide-ranging expertise, there have been questions about whether ad hoc Senate caucuses will form on different issues, especially because Liberal senators were <a href=\"https:\/\/www.cbc.ca\/news\/politics\/justin-trudeau-removes-senators-from-liberal-caucus-1.2515273\"><span class=\"s2\">removed from the party\u2019s national caucus<\/span><\/a>. Former senator Hugh Segal has been a supporter of that change. With the removal of party discipline, he says, \u201cyou could have a caucus on women\u2019s issues, you could have a caucus on defence, you could have a caucus on First Nations issues, you could have regional caucuses.\u201d The efforts of feminist senators seem to be an example of that prediction at work. <\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">In fact, Pate, McPhedran and Coyle allied with NDP MP Christine Moore to found the <a href=\"https:\/\/www.hilltimes.com\/2018\/12\/05\/parliamentarians-form-feminist-association-say-getting-recognized-wont-easy\/178702\"><span class=\"s2\">Canadian Association of Feminist Parliamentarians<\/span><\/a> in late 2018. It already has more than 60 members, and it is working on getting parliamentary approval. The association demonstrates the drive for collaboration and support among Canadian feminist senators.<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">In an illustration of collaboration between feminist senators, Senator Dasko has worked with her colleagues on oversight of <a href=\"https:\/\/openparliament.ca\/bills\/42-1\/C-78\/\"><span class=\"s2\">Bill C-78<\/span><\/a>, an <i>Act to Amend the Divorce Act<\/i>, which she identifies as a bill with vast importance for women: \u201cI took on the responsibility for delving into it. A responsibility on behalf of a small group of senators, feminists as we were, who wanted to make sure that we understood the bill and made changes where we felt necessary.\u201d She recounts a time when the group strategized that she would take the lead. Another senator gave her seat on the Legal and Constitutional Affairs Committee to Senator Dasko as a replacement, to ensure that she could deliberate and vote on the <i>Divorce Act<\/i> at the committee stage (since she had studied the bill\u2019s subject matter and its weaknesses). This access to expertise is an example of the benefits of a cooperative feminist group.<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Senator Dasko says she finds that \u201cwith the <a href=\"https:\/\/www.isgsenate.ca\/\"><span class=\"s2\">ISG senators<\/span><\/a>, there are a lot of women\u2026it really is a quite congenial work environment. I think we try to get along and we get along very well. I think we work very collaboratively.\u201d<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Before the Senate reform, senators\u2019 memberships in party caucuses meant that they did a lot of collaborating behind closed doors, in caucus meetings. We cannot know the specifics of what feminist alliances might have been formed there, or the effects that they had. Now, a group of openly feminist senators operates within the context of a more independent Senate.
