Foreign affairs rarely engage voters or affect choices at the ballot box. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The low interest in foreign policy is evident in leaders\u2019 debates. Organizers of the Munk Debates cancelled a proposed debate on foreign policy after Liberal leader Justin Trudeau refused to participate. The <a href=\"https:\/\/www.macleans.ca\/politics\/macleans-citytv-national-leaders-debate-2019-full-transcript\/\"><span class=\"s2\">Maclean\u2019s Leaders Debate<\/span><\/a> on September 12 included only a short segment focused on China, Brexit and NATO. The official debates in early October added little to voters\u2019 understanding of the parties\u2019 positions on international affairs. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Still, with growing uncertainty in politics around the world, Canada\u2019s performance on the global stage is important and relevant in this campaign. Canada has many challenges at the international level, from ratifying the new NAFTA and mending its strained relationship with <a href=\"https:\/\/www.cbc.ca\/news\/politics\/saudi-retaliation-canada-memo-1.5085832\"><span class=\"s2\">Saudi Arabia<\/span><\/a> to resolving disputes with <a href=\"https:\/\/globalnews.ca\/news\/5433842\/canada-china-detentions-trade-extradition\/\"><span class=\"s2\">China<\/span><\/a> on <a href=\"https:\/\/globalnews.ca\/news\/5291920\/canada-release-canadians-held-in-china-kovrig-spavor\/\"><span class=\"s2\">extradition<\/span><\/a> and <a href=\"https:\/\/www.cbc.ca\/news\/politics\/wheat-canola-china-canada-trade-1.5263313\"><span class=\"s2\">trade<\/span><\/a>. One issue that deserves more attention is the ongoing conflict over Kashmir between India and Pakistan, especially after India\u2019s decision to<a href=\"https:\/\/time.com\/5644356\/india-kashmir-article-370\/\"><span class=\"s2\"> revoke the autonomous status<\/span><\/a> of the part of Kashmir that it administers<\/span><span class=\"s3\">, <\/span><span class=\"s1\">further escalating tensions between two nuclear-armed states. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Canadian voters should hear more about how parties and party leaders envisage this country\u2019s role in South Asia, considering how volatile the region has become over Kashmir and the ramifications of this crisis for Canada\u2019s economic and security relations in the region. <a href=\"https:\/\/www.asiapacific.ca\/blog\/road-2050-why-canada-should-start-paying-attention-asia-now\"><span class=\"s2\">South Asia is a rising part of the world<\/span><\/a>. India, Pakistan and Bangladesh are not only big sources of immigrants but markets for Canada to diversify its economy. India signed a <a href=\"https:\/\/www.international.gc.ca\/world-monde\/india-inde\/relations.aspx?lang=eng\"><span class=\"s2\">trade agreement with Canada in 2018<\/span><\/a> and is one of the fastest-growing economies in the world.\u00a0<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\"><b>Recent escalations over Kashmir<\/b><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Kashmir is a territory fiercely contested between India and Pakistan, and the conflict has escalated into three wars. The two countries agreed in 1949 upon a ceasefire line, which became the de facto border splitting Kashmir into two parts: Indian-administered Kashmir (also known as Jammu and Kashmir) and Pakistan-administered Kashmir (Azad Kashmir). While India blames Pakistan for harbouring terrorists in its sector, Pakistan accuses India of human rights violations. Amid these accusations, it\u2019s the Kashmiris who continue to suffer. Half of the people living in both parts of Kashmir want their disputed and divided land to become an independent country, according to a 2010 <a href=\"https:\/\/www.bbc.com\/news\/10161171\"><span class=\"s2\">poll<\/span><\/a>.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">On August 5, India revoked <a href=\"https:\/\/www.bbc.com\/news\/world-asia-india-49234708\"><span class=\"s2\">Article 370<\/span><\/a> in the Indian constitution, which had allowed Indian-administered Kashmir broad autonomy and special privileges. Pakistan responded by downgrading diplomatic ties and expelling the Indian high commissioner. In September, at the <a href=\"https:\/\/news.un.org\/en\/story\/2019\/09\/1047952\"><span class=\"s2\">United Nations General Assembly<\/span><\/a>, Pakistani Prime Minister Imran Khan condemned India\u2019s actions and reiterated Pakistan\u2019s longstanding position that the territory\u2019s fate should be decided by Kashmiris themselves. Khan went further and <a href=\"https:\/\/www.express.co.uk\/news\/world\/1178676\/pakistan-news-india-latest-imran-khan-nuclear-weapons-world-war-3\"><span class=\"s2\">warned<\/span><\/a> the United Nations that if it allows the situation to deteriorate further, two nuclear-armed states could go head to head for the first time since the Cuban Missile Crisis. Indian Prime Minister Narendra Modi justified India\u2019s actions as democratic and necessary to promote investments in its sector. Meanwhile, <a href=\"https:\/\/www.aljazeera.com\/indepth\/inpictures\/pictures-night-raids-arrests-kashmir-lockdown-190919153536231.html\"><span class=\"s2\">media reports<\/span><\/a> suggest that India has imposed a military-style lockdown, trapping millions and cutting their access to the outside world. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">UN Secretary-General Ant\u00f3nio Guterres <a href=\"https:\/\/news.un.org\/en\/story\/2019\/08\/1043961\"><span class=\"s2\">appealed to both countries<\/span><\/a> to exercise \u201cmaximum restraint\u201d and to allow for meaningful dialogue as the \u201cfinal status of Jammu and Kashmir is to be settled by peaceful means.\u201d Although Pakistan continues to raise its concerns globally and seek international support to mediate the conflict, India is firm that it remains a strictly <a href=\"https:\/\/www.dw.com\/en\/is-modi-trump-houston-rally-an-endorsement-of-indias-kashmir-policy\/a-50538247\"><span class=\"s2\">bilateral issue<\/span><\/a><\/span> <span class=\"s1\">\u2014 a position that is also backed by US President Donald Trump. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">But Kashmir has never been solely a bilateral issue. Both India and Pakistan have taken the matter to the United Nations Security Council on numerous occasions since gaining independence in 1947. The most significant resolution from the Security Council, which ironically came as a result of India seeking international support, was <a href=\"https:\/\/unscr.com\/en\/resolutions\/47\"><span class=\"s2\">Resolution 47<\/span><\/a><\/span><span class=\"s2\">,<\/span><span class=\"s1\"> adopted in 1948; it mandated a UN agency to arrange for a plebiscite so that the people of Kashmir could choose their future. Canada supported the resolution and the effort to implement it, but the plebiscite did not occur. After more than 70 years of failed resolutions and agreements, Kashmiris continue to struggle for self-determination, and the international community and Canada still have a responsibility to them. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\"><b>The role Canada could play on Kashmir<\/b><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Although some Canadians <a href=\"https:\/\/www.theglobeandmail.com\/canada\/article-global-affairs-says-at-least-12-canadians-are-in-jammu-and-kashmir\/\"><span class=\"s2\">trapped<\/span><\/a> in Indian-administered Kashmir have <a href=\"https:\/\/www.theglobeandmail.com\/canada\/article-relieved-but-worried-canadians-return-home-from-kashmir\/\"><span class=\"s2\">returned<\/span><\/a>, others remain scattered in the region. <a href=\"https:\/\/globalnews.ca\/news\/5759229\/canada-kashmir-lockdown-india\/\"><span class=\"s2\">Indo-Pak Canadians<\/span><\/a> are urging Ottawa to take definitive actions to help defuse the situation and aid those in peril. Before the election campaign began, Foreign Minister Chrystia Freeland issued a mild <a href=\"https:\/\/www.canada.ca\/en\/global-affairs\/news\/2019\/08\/canada-continues-to-closely-follow-developments-in-jammu-and-kashmir.html\"><span class=\"s2\">statement<\/span><\/a>, asking \u201call parties to maintain peace and stability.\u201d The NDP foreign affairs critic, Guy Caron, <a href=\"https:\/\/www.ndp.ca\/news\/ndp-statement-status-human-rights-kashmir\"><span class=\"s2\">voiced his concern<\/span><\/a> and asked the Liberal government to find courage to stand against the Indian government\u2019s crackdown. Both NDP Leader <a href=\"https:\/\/scroll.in\/video\/939072\/watch-i-denounce-what-india-is-doing-to-kashmiris-says-sikh-canadian-leader-jagmeet-singh\"><span class=\"s2\">Jagmeet Singh<\/span><\/a> and Green Party Leader <a href=\"https:\/\/scroll.in\/video\/939072\/watch-i-denounce-what-india-is-doing-to-kashmiris-says-sikh-canadian-leader-jagmeet-singh\"><span class=\"s2\">Elizabeth May<\/span><\/a> have denounced India\u2019s role in the conflict. The Conservatives have yet to make any statement on the issue. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Party leaders are unlikely to take positions against a rising India, because of the risk of alienating Indo-Canadian voters. But they should recognize that Canada has trade and security relationships in the region, and that both sides of the conflict would benefit greatly from preserving stability and peace. Realistically, Canada\u2019s options as an honest broker within this conflict are limited. India\u2019s economic prowess has silenced many G7 countries and it is unwilling to open dialogue over Kashmir. But Canada could take the role that has traditionally been played by the US in times of crisis: to lead diplomatic efforts and help de-escalate the situation between India and Pakistan through the United Nations. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">First, Canada must rally the support of member states at the Security Council to ensure that the Kashmir conflict remains on the Council\u2019s agenda. Both India and Pakistan acknowledge that a military solution is out of the question, and Canada must build upon this common understanding and make the case for the situation as not only a political issue but, more importantly, a humanitarian crisis in one of the most militarized parts of the world, where appeasement and inaction could draw dire consequences. Furthermore, Canada can urge its allies at the UN to put pressure on India to end its lockdown and restore Article 370. Canada must also ensure that at the heart of any joint statement by the Council, self-determination should be the ultimate outcome. Secondly, if India ends the lockdown, Canada can actively work with its UN allies to ensure that the <a href=\"https:\/\/peacekeeping.un.org\/en\/mission\/unmogip\"><span class=\"s2\">observer group<\/span><\/a> that was established by the United Nations after Resolution 47 can ensure a peaceful transition.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">When Canada is <a href=\"https:\/\/globalnews.ca\/news\/5948275\/canada-un-security-council-seat\/\"><span class=\"s2\">campaigning<\/span><\/a> for a temporary seat on the Security Council and <a href=\"https:\/\/www.international.gc.ca\/campaign-campagne\/unsc-csnu\/index.aspx?lang=eng\"><span class=\"s2\">promises<\/span><\/a> to \u201cstand up for the things that matter\u201d and \u201cbe relentless in our diplomacy,\u201d the Kashmir conflict poses an opportunity for Canada to demonstrate its leadership and commitment to world peace and security. In this election campaign, the two political parties that have a realistic chance to form government, the Liberals and Conservatives, are avoiding foreign policy and focusing on pocketbook issues. In a speech in August, <a href=\"https:\/\/www.liberal.ca\/canadas-role-on-the-global-stage\/\"><span class=\"s2\">Trudeau<\/span><\/a> acknowledged that \u201cthe world has changed, and quickly,\u201d and he pledged that Canada will continue to play an active role in preserving and strengthening the global order; he cited Canada\u2019s bid for the Security Council seat as a concrete step toward that ambition. Looking to contrast his party with the Liberals, Conservative leader <a href=\"https:\/\/globalnews.ca\/news\/5976435\/winning-un-security-council-seat-not-top-priority-conservative-leader-suggests\/\"><span class=\"s2\">Andrew Scheer<\/span><\/a> promised a stronger foreign policy and vowed to \u201crestore Canada\u2019s place in the world\u201d during the Maclean\u2019s debate, but he has also said that winning a seat at the Security Council would not be his priority, and that he would cut Canada\u2019s foreign aid by 25 percent. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Both leaders acknowledge that Canada\u2019s foreign policy is at a crossroads.
