{"id":265186,"date":"2017-06-01T16:00:40","date_gmt":"2017-06-01T20:00:40","guid":{"rendered":"https:\/\/policyoptions.irpp.org\/issues\/a-great-and-terrible-day-for-climate-action\/"},"modified":"2025-10-07T21:38:13","modified_gmt":"2025-10-08T01:38:13","slug":"a-great-and-terrible-day-for-climate-action","status":"publish","type":"issues","link":"https:\/\/policyoptions.irpp.org\/fr\/2017\/06\/a-great-and-terrible-day-for-climate-action\/","title":{"rendered":"A great, and terrible, day for climate action"},"content":{"rendered":"<p class=\"dropcap-big\">When reflecting upon yesterday\u2019s climate change news, I thought back to a pivotal moment in the movie <a href=\"https:\/\/www.imdb.com\/title\/tt0101587\/\">City Slickers<\/a> when Billy Crystal\u2019s character Mitch and his pals Phil and Ed, are on horseback discussing their best and their worst days.<\/p>\n<p>When Ed, played by Bruno Kirby, is asked to recall his best day, he <a href=\"https:\/\/youtu.be\/1j4ITRCTJL4\">talks about his philandering dad<\/a>:<\/p>\n<p><em>\u201cSo I told him; I said \u2018You&#8217;re bad to us. We don&#8217;t love you. I&#8217;ll take care of my mother and my sister. We don&#8217;t need you anymore.\u2019 And he made like he was gonna\u2019 hit me, but I didn&#8217;t budge. And he turned around and he left. He never bothered us again. Well, I took care of my mother and my sister from that day on. That&#8217;s my best day.\u201d<\/em><\/p>\n<p>When asked about his worst day, Ed paused and said:<\/p>\n<p><em>\u201cSame day.\u201d<\/em><\/p>\n<p>If you care about climate change you probably had had a similar experience on Wednesday.<\/p>\n<p>First, the news that made May 31st, 2017 a great day:<\/p>\n<p>In a historic and surprising vote by a clear majority\u2014more than 62%\u2014of its shareholders, the global petrochemical giant <a href=\"https:\/\/www.marketwatch.com\/investing\/stock\/xom\">ExxonMobil<\/a> was pushed in the direction of being more transparent and more specific about the impacts of climate change on\u2014and from\u2014its oil and gas business. Last year, the same resolution garnered support from a measly 38% of the company\u2019s shareholders.<\/p>\n<p>Though the resolution is non-binding, it sends a strong message to the company\u2019s board and officers. When asked to explain the implications of the vote, <a href=\"https:\/\/youtu.be\/ydNhTvvPAKI\">Edward Mason<\/a>, head of responsible investment at Church Commissioners, <a href=\"https:\/\/www.theguardian.com\/business\/2017\/may\/31\/exxonmobil-climate-change-cost-shareholders\">said<\/a> \u201cclimate change is a material financial risk and shareholders want to know how companies will manage the change to a low carbon economy.\u201d Mason <a href=\"https:\/\/www.bna.com\/exxonmobil-investors-again-n57982084340\/\">added<\/a>, \u201cwe believe Exxon\u2019s board can and should support our reasonable disclosure request.\u201d<\/p>\n<p>The vote by ExxonMobil\u2019s shareholders is firmly in line with common sense in the United States about the risks associated with climate change. Indeed, the opinion of ExxonMobil\u2019s shareholders is in <a href=\"https:\/\/climatecommunication.yale.edu\/visualizations-data\/ycom-us-2016\/\">lockstep<\/a> with the opinion of most Americans. In each of our country\u2019s 50 states, for example, a majority of adults believe that climate change is real; a majority of adults believes that carbon dioxide should be regulated as a pollutant; a majority of adults believe the United States should set strict limits on carbon dioxide emissions from power plants; <em>and<\/em> a majority of adults worry that climate change will harm future generations.<\/p>\n<p>Beyond common sense, the vote by ExxonMobil\u2019s shareholders also makes good business sense. To understand why, think about all of the expensive coastal infrastructure that would be at risk from more <a href=\"https:\/\/nca2014.globalchange.gov\/highlights\/report-findings\/extreme-weather\">extreme weather<\/a> and <a href=\"https:\/\/www.opc.ca.gov\/webmaster\/ftp\/pdf\/docs\/rising-seas-in-california-an-update-on-sea-level-rise-science.pdf\">sea level rise<\/a>. Likewise, imagine ExxonMobil\u2019s vast network of global operations that could be halted or disrupted as a result of a wide range of <a href=\"https:\/\/earthobservatory.nasa.gov\/Features\/RisingCost\/rising_cost5.php\">climate-induced natural hazards<\/a>, not to mention <a href=\"https:\/\/www.theguardian.com\/global-development\/2013\/nov\/21\/climate-change-increase-civil-unrest-warning\">climate-related civil unrest<\/a>.<\/p>\n<p>The vote also makes good business sense because it helps to insure the company against shocks from changes in consumer demand, as well as regulatory reform. Consider <a href=\"https:\/\/www.theglobeandmail.com\/report-on-business\/rob-commentary\/oil-sands-no-longer-make-economic-sense\/article27170104\/\">what is happening in the oil sands<\/a>. Increasing regulatory pressure, along with changes to oil\u2019s global economic standing, have dealt a body blow to the industry.\u00a0While oil production in the United States is not currently in the same dire straits as in Canada, it\u2019s <a href=\"https:\/\/business.financialpost.com\/news\/energy\/pipelines-red-tape-and-climate-change-policies-are-killing-chinese-investment-in-oilsands\">no longer inconceivable<\/a> that increased regulatory pressure \u2014 or climate-focused trade restrictions imposed from abroad as other countries focus on reducing their own carbon dioxide emissions\u2014could cut deeply into the viability of America\u2019s petroleum business.<\/p>\n<p>Now for the bad news. At the same time as ExxonMobil\u2019s shareholders were making history, Donald Trump\u2019s White House was poised to make history of its own. <a href=\"https:\/\/www.nytimes.com\/2017\/05\/31\/climate\/trump-quits-paris-climate-accord.html?hp&amp;action=click&amp;pgtype=Homepage&amp;clickSource=story-heading&amp;module=a-lede-package-region&amp;region=top-news&amp;WT.nav=top-news\">Multiple<\/a> <a href=\"https:\/\/www.washingtonpost.com\/news\/energy-environment\/wp\/2017\/05\/31\/trump-nearing-a-decision-on-whether-to-pull-u-s-from-paris-climate-deal-breaking-ranks-with-more-than-190-countries\/?hpid=hp_hp-top-table-main_paris-1050a%3Ahomepage%2Fstory&amp;utm_\">media<\/a> <a href=\"https:\/\/www.theguardian.com\/environment\/2017\/may\/31\/china-eu-climate-lead-paris-agreement\">outlets<\/a> were reporting throughout the day that Trump would order the United States\u2019 withdrawal from the <a href=\"https:\/\/unfccc.int\/paris_agreement\/items\/9485.php\">Paris Climate Accord<\/a>.<\/p>\n<p>Not only would Trump\u2019s decision place the United States in\u00a0<a href=\"https:\/\/www.washingtonpost.com\/graphics\/world\/paris-climate-agreement-withdrawal\/?utm_term=.b2f0887bdd60\">dubious company<\/a>\u00a0\u2014 joining Syria and Nicaragua as the only three countries to not take part in the Paris Agreement\u2014it would represent a slap in the face to in the face of a clear <a href=\"https:\/\/climatecommunication.yale.edu\/publications\/paris_agreement_by_state\/\">majority<\/a> of Americans, and <a href=\"https:\/\/climatecommunication.yale.edu\/publications\/paris_agreement_by_state\/\">near-majority<\/a> of Trump\u2019s own voters, who believe that their country should continue to participate.<\/p>\n<p class=\"dropcap\">In light of these numbers, it should be made clear that any decision by Donald Trump to withdraw the United States from the Paris Climate Accord is exactly that: <em>his <\/em>decision. To characterize this impending decision, which is based on a <a href=\"https:\/\/newrepublic.com\/article\/142547\/epa-fired-bunch-scientists-its-just-political-theaterfor-now\">Republican anti-science ideology<\/a>, as <em>America\u2019s<\/em> withdrawal from the agreement is both misleading and disingenuous.<\/p>\n<p>This would be a decision by Trump and by the Republican Party, and it would disregard the will of the American people. In stark contrast to the vote by ExxonMobil\u2019s shareholders, a decision by Trump to withdraw from the Paris Agreement would place at risk the profitability of scores of American businesses.<\/p>\n<p>Finally, to all but the most scientifically illiterate \u2014 and morally bankrupt \u2014 there is no denying that a decision by Trump to withdraw from the Paris Climate Accord would markedly increase the levels of climate-induced risk and vulnerability faced by American communities, American citizens, and America\u2019s natural resources.<\/p>\n<p>So, what has been the best day for the global fight against climate change since last year\u2019s presidential election?<\/p>\n<p><em>Wednesday. <\/em><\/p>\n<p>And what has been the worst day?<\/p>\n<p><em>Same day. <\/em><\/p>\n<p><span class=\"image-caption\">Photo:\u00a0Exxon Mobil&#8217;s Billings Refinery in Billings, Mont.\u00a0(AP Photo\/Matthew Brown)<\/span><\/p>\n<hr \/>\n<p><em>Do you have something to say about the article you just read?
