{"id":265159,"date":"2017-05-30T10:31:03","date_gmt":"2017-05-30T14:31:03","guid":{"rendered":"https:\/\/policyoptions.irpp.org\/issues\/un-plan-pronant-le-developpement-durable\/"},"modified":"2025-10-07T21:37:40","modified_gmt":"2025-10-08T01:37:40","slug":"un-plan-pronant-le-developpement-durable","status":"publish","type":"issues","link":"https:\/\/policyoptions.irpp.org\/fr\/2017\/05\/un-plan-pronant-le-developpement-durable\/","title":{"rendered":"Un plan pr\u00f4nant le d\u00e9veloppement durable"},"content":{"rendered":"<p>Le rapport du comit\u00e9 d\u2019experts qui a examin\u00e9 les processus d\u2019\u00e9valuation environnementale, intitul\u00e9 <a href=\"https:\/\/eareview-examenee.ca\/fr\/\"><em>B\u00e2tir un terrain d&#8217;entente : une nouvelle vision pour l\u2019\u00e9valuation des impacts au Canada<\/em><\/a>, a \u00e9t\u00e9 re\u00e7u avec <a href=\"https:\/\/www.nationalmagazine.ca\/Blog\/May-2017\/CBA-submission-on-the-environmental-review-process.aspx\">scepticisme<\/a> et m\u00eame de vives critiques. Son d\u00e9tracteur le plus v\u00e9h\u00e9ment, Trevor McLeod de la Canada West Foundation, <a href=\"https:\/\/business.financialpost.com\/fp-comment\/ottawa-needs-to-bury-this-plan-for-a-new-assessment-process-unless-we-want-to-kill-any-future-major-energy-projects\">recommande carr\u00e9ment de tabletter le rapport<\/a>. Nous ne sommes pas d\u2019accord avec lui. \u00c0 titre d\u2019universitaires et de professionnels en \u00e9valuation environnementale, nous pensons plut\u00f4t que les recommandations du comit\u00e9 contribueront \u00e0 faire du Canada un chef de file en mati\u00e8re de durabilit\u00e9.<\/p>\n<p>D\u2019abord, selon le comit\u00e9 d\u2019experts, les processus d\u2019\u00e9valuation environnementale doivent \u00ab mener \u00e0 des d\u00e9cisions fond\u00e9es sur les cinq piliers de la durabilit\u00e9 (environnement, \u00e9conomie, soci\u00e9t\u00e9, culture et sant\u00e9) \u00bb.<\/p>\n<p>Trevor McLeod, tout en approuvant ces cinq piliers, soutient qu\u2019il y aurait un chevauchement de r\u00f4les entre l\u2019Office national de l\u2019\u00e9nergie (ONE) et une \u00e9ventuelle commission d\u2019\u00e9valuation des impacts. Il cr\u00e9e ainsi une confusion entre le r\u00f4le d\u2019\u00e9valuation environnementale et celui de r\u00e9gulation. L\u2019\u00e9valuation environnementale, telle que pr\u00e9sent\u00e9e dans le rapport, consiste \u00e0 poser la question pr\u00e9liminaire fondamentale de savoir si, <em>en tenant compte de l\u2019ensemble des effets<\/em>, le projet s\u2019inscrit dans l\u2019int\u00e9r\u00eat public. \u00c0 l\u2019\u00e9tape subs\u00e9quente, la r\u00e9gulation, l\u2019ONE s\u2019assure que les projets approuv\u00e9s soient men\u00e9s de mani\u00e8re s\u00e9curitaire et efficace. Il est absolument appropri\u00e9 que des institutions s\u00e9par\u00e9es se chargent de ces diff\u00e9rentes fonctions.<\/p>\n<p>Le comit\u00e9 d\u2019experts recommande par la suite que le processus d\u2019\u00e9valuation environnementale soit centr\u00e9e sur la question de la durabilit\u00e9 du projet. McLeod y voit un effet paralysant et avance qu\u2019avec de telles \u00e9valuations \u00ab nothing will get built \u00bb. Pourtant, le Canada a d\u00e9j\u00e0 fait l\u2019exp\u00e9rience d\u2019\u00e9valuations de durabilit\u00e9 (on peut citer le <a href=\"https:\/\/www.ceaa-acee.gc.ca\/155701CE-docs\/Robert_B_Gibson-eng.pdf\">projet gazier Mackenzie<\/a> et la <a href=\"https:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=2480368\">commission d\u2019examen conjoint \u00e9valuant le projet hydro\u00e9lectrique du cours inf\u00e9rieur du Churchill<\/a>). Le Canada poss\u00e8de l\u2019exp\u00e9rience et l\u2019expertise pour mettre en \u0153uvre les principes du d\u00e9veloppement durable, et il est imp\u00e9ratif qu\u2019il commence \u00e0 le faire de <a href=\"https:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=2839617\">mani\u00e8re syst\u00e9matique<\/a>.<\/p>\n<p>McLeod craint aussi que la r\u00e9forme propos\u00e9e nuise au d\u00e9roulement efficace des projets et qu\u2019un processus d\u2019\u00e9valuation fond\u00e9 sur le consensus subisse des retards et cr\u00e9e des impasses.<\/p>\n<p>Il est plus probable que l\u2019inverse se produise. Une participation large des parties prenantes ainsi que des d\u00e9cisions fond\u00e9es sur le consensus assureront que le processus soit juste et dans l\u2019int\u00e9r\u00eat public. Ce sont les processus inclusifs qui sont plus susceptibles de contribuer \u00e0 l\u2019efficacit\u00e9. L\u2019\u00e9valuation r\u00e9gionale et strat\u00e9gique propos\u00e9e r\u00e9soudrait les diff\u00e9rends et permettrait d\u2019adopter de meilleures pratiques d\u00e8s le d\u00e9but. Elle <em>r\u00e9duirait<\/em> de mani\u00e8re significative le nombre de litiges <em>ex post facto<\/em> si courants au Canada.<\/p>\n<p class=\"dropcap\">La plus grande pr\u00e9occupation de McLeod, toutefois, est que l\u2019approche propos\u00e9e par les experts signifie la fin des grands projets d\u2019infrastructure \u00e9nerg\u00e9tique au Canada. Un choix de politique d\u2019une telle importance, dit-il, doit \u00eatre fait de mani\u00e8re transparente.<\/p>\n<p>Deux arguments (quoique \u00e9vidents) m\u00e9ritent d\u2019\u00eatre rappel\u00e9s : d\u2019abord, l\u2019\u00e9nergie n\u2019est pas synonyme de p\u00e9trole et de gaz. Deuxi\u00e8mement, les recommandations du rapport, si elles sont adopt\u00e9es, ne scellent pas d\u2019avance le sort d\u2019un projet ou d\u2019un type de projet. Et il faut le souligner : le processus de prise de d\u00e9cision serait particuli\u00e8rement transparent. En effet, l\u2019accent mis sur la transparence r\u00e9pond directement aux pr\u00e9occupations exprim\u00e9es par les intervenants et le public tout au long des consultations faites \u00e0 travers le pays.<\/p>\n<p>Une \u00e9tude r\u00e9cemment conduite par quelques-uns des auteurs de cet article d\u00e9montre que seules deux des parties prenantes parmi le gouvernement et l\u2019industrie se sont oppos\u00e9es \u00e0 un processus plus transparent. Toutes les autres \u2014 les groupes autochtones, le public, les universitaires, les scientifiques et les ONG \u2014 soutiennent pratiquement \u00e0 l\u2019unanimit\u00e9 un processus d\u00e9cisionnel plus transparent. On doit alors reconna\u00eetre que les recommandations du comit\u00e9 repr\u00e9sentent l\u2019int\u00e9r\u00eat du public ; si elles sont adopt\u00e9es, elles mettront en lumi\u00e8re la mani\u00e8re dont les d\u00e9cisions importantes sont prises.<\/p>\n<p>Enfin, McLeod r\u00e9clame que la conciliation des objectifs \u00e9conomiques, environnementaux et culturels soit faite \u00e0 l\u2019avance par des \u00e9lus plut\u00f4t que par des r\u00e9gulateurs nomm\u00e9s. Toutefois, le processus propos\u00e9 par le comit\u00e9 serait fond\u00e9 sur la science et ind\u00e9pendant, transparent et rigoureux. Il tiendrait compte de multiples int\u00e9r\u00eats et \u00e9viterait des effets pr\u00e9judiciables en mati\u00e8re d\u2019\u00e9conomie, d\u2019environnement et de culture. Les Canadiens ont droit \u00e0 des \u00e9valuations environnementales qui font en sorte que les projets ne sont pas simplement moins n\u00e9fastes, mais qu\u2019ils contribuent nettement \u00e0 la durabilit\u00e9. Et si des compromis doivent \u00eatre faits, il faut que les Canadiens puissent avoir confiance en le processus. Il est absolument n\u00e9cessaire que les politiques soient fond\u00e9es sur des faits, et non l\u2019inverse.<\/p>\n<p>McLeod semble pr\u00e9sumer que le d\u00e9veloppement \u00e9nerg\u00e9tique ne peut \u00eatre fait de mani\u00e8re durable au Canada, mais cette question n\u2019a pas encore \u00e9t\u00e9 tranch\u00e9e. Le Canada a l\u2019occasion de devenir un chef de file en mati\u00e8re de durabilit\u00e9 en int\u00e9grant dans ses projets des consid\u00e9rations \u00e9conomiques, \u00e9cologiques et culturelles.
