{"id":264470,"date":"2016-10-21T19:31:10","date_gmt":"2016-10-21T23:31:10","guid":{"rendered":"https:\/\/policyoptions.irpp.org\/issues\/why-canadians-shouldnt-fear-carbon-pricing\/"},"modified":"2025-10-07T21:19:33","modified_gmt":"2025-10-08T01:19:33","slug":"why-canadians-shouldnt-fear-carbon-pricing","status":"publish","type":"issues","link":"https:\/\/policyoptions.irpp.org\/fr\/2016\/10\/why-canadians-shouldnt-fear-carbon-pricing\/","title":{"rendered":"Why Canadians shouldn&#8217;t fear carbon pricing"},"content":{"rendered":"<p>It&#8217;s been two weeks since Prime Minister Justin Trudeau stood in the House of Commons and\u00a0<a href=\"https:\/\/pm.gc.ca\/eng\/news\/speeches\">said<\/a>\u00a0that we\u2019re going to have a price on carbon across Canada.<\/p>\n<p>And I have to admit: it\u2019s still sinking in. After a decade of polarized debate, we finally have a federal government willing to adopt what is arguably the most effective climate policy around.<\/p>\n<p>The federal plan is a\u00a0<a href=\"https:\/\/cleanenergycanada.org\/national-carbon-price-big-step-toward-credible-climate-plan\/\">big step forward<\/a>: the government chose a smart, straightforward\u00a0<a href=\"https:\/\/news.gc.ca\/web\/article-en.do;jsessionid=aba567a6b3ab3ba1d793139cc607d0020b1ebb6d424f6d7f35796788d0cae415.e38RbhaLb3qNe3eMahz0?mthd=index&amp;crtr.page=1&amp;nid=1132169\">approach<\/a>\u00a0that builds on the carbon pricing systems that several provinces built over the past decade while Ottawa sat on the sidelines.<\/p>\n<p>Around the world, carbon pricing is the new normal, with 7 of the world\u2019s 10 biggest economies having at least some form of carbon pricing in effect today.<\/p>\n<p>But the last two weeks have also shown that, unsurprisingly, the debate isn\u2019t over quite yet. A number of myths and misperceptions \u2014 some classics, but some brand new \u2014 have emerged in response to Ottawa\u2019s proposal.<\/p>\n<p>So here\u2019s our fact check in response to three myths and a misperception about Ottawa\u2019s carbon pricing plan:<\/p>\n<p><strong>Myth 1: Carbon pricing will \u201c<\/strong><a href=\"https:\/\/thestarphoenix.com\/news\/local-news\/were-going-to-continue-to-fight-this-fight-premier-wall-remains-defiant-towards-trudeaus-carbon-pricing-plan\"><strong>disproportionately hurt<\/strong><\/a><strong>\u201d resource economies like Saskatchewan\u2019s.<\/strong><\/p>\n<p>Fortunately for Saskatchewan, the federal plan leaves the design of carbon pricing systems up to individual provinces and territories. There are plenty of smart\u00a0<a href=\"https:\/\/ecofiscal.ca\/reports\/choose-wisely-options-trade-offs-recycling-carbon-pricing-revenues\/\">policy design options<\/a>\u00a0available to\u00a0<a href=\"https:\/\/www.macleans.ca\/economy\/economicanalysis\/heres-how-much-carbon-pricing-will-likely-cost-households\/\">Saskatchewan<\/a>, or to any other jurisdiction, that preserve the incentive to cut pollution while protecting vulnerable sectors (or, importantly, vulnerable citizens such as low-income Canadians who can\u2019t afford additional costs).<\/p>\n<p>Saskatchewan needs to look no further than its neighbour to the west to see\u00a0<a href=\"https:\/\/www.alberta.ca\/climate-carbon-pricing.aspx\">how this can be done<\/a>. Alberta\u2019s climate leadership panel, led by economist Andrew Leach, crafted an\u00a0<a href=\"https:\/\/www.alberta.ca\/documents\/climate\/climate-leadership-report-to-minister.pdf\">effective carbon pricing proposal<\/a>\u00a0that took full account of the potential impacts on the province\u2019s resource sectors and proposed measures to manage those impacts.<\/p>\n<p>Moreover, despite some\u00a0<a href=\"https:\/\/www.cbc.ca\/news\/politics\/federal-provincial-environment-ministers-meeting-1.3789134\">federal-provincial drama<\/a>, Ottawa\u2019s plan is far from radical. Around the world, carbon pricing is the new normal, with\u00a0<a href=\"https:\/\/documents.worldbank.org\/curated\/en\/418161467996715909\/pdf\/105749-REVISED-PUBLIC-New-CPW-05-25-16.pdf\">7 of the world\u2019s 10 biggest economies<\/a>\u00a0having at least some form of carbon pricing in effect today.<\/p>\n<p>One very prominent global example helps put Canada\u2019s effort in context: in 2017, China will move from regional carbon pricing pilot programs to a\u00a0<a href=\"https:\/\/documents.worldbank.org\/curated\/en\/418161467996715909\/pdf\/105749-REVISED-PUBLIC-New-CPW-05-25-16.pdf\">national system<\/a>. And a year later, thanks to the prime minister\u2019s announcement, Canada will catch up.<\/p>\n<p>If the world\u2019s biggest carbon polluter (and also, not coincidentally, the world\u2019s biggest\u00a0<a href=\"https:\/\/cleanenergycanada.org\/work\/tracking-the-energy-revolution-global-2016\/\">clean energy investor<\/a>) can adopt a national carbon price, Canada\u2019s provinces should have nothing to fear.<\/p>\n<p><strong>Myth 2: Trudeau used a \u201c<\/strong><a href=\"https:\/\/www.cbc.ca\/news\/politics\/ed-fast-says-trudeau-took-a-sledge-hammer-to-the-provinces-1.3789297\"><strong>sledge hammer<\/strong><\/a><strong>\u201d on provinces.<\/strong><\/p>\n<p>That\u2019s not the word I\u2019d use to describe Trudeau\u2019s announcement. But whatever you want to call it, I\u2019m glad the prime minister opened the tool box to make this happen.<\/p>\n<p>We\u2019ve spent too long in Canada letting the slowest movers set the pace on climate action. If this country is going to seize the opportunity offered by the global clean energy market, we need to take our cues from the leaders, not the laggards.<\/p>\n<p>Ottawa\u2019s plan will get all provinces and territories moving on carbon pricing by 2018. And after a couple of years of scheduled increases, it will also push today\u2019s leaders to do more. And despite some\u00a0<a href=\"https:\/\/ipolitics.ca\/2016\/10\/07\/wall-on-carbon-price-see-you-in-court\/\">sabre-rattling<\/a>\u00a0in response to Ottawa\u2019s announcement, the federal government\u2019s approach appears to fall\u00a0<a href=\"https:\/\/ipolitics.ca\/2016\/10\/04\/the-feds-have-every-legal-right-to-set-a-carbon-price\/\">well within its legal authority<\/a>.<\/p>\n<p>The new federal plan will cut Canada\u2019s emissions by 18 million tonnes \u2014 equivalent to taking nearly four million cars off the road for a year \u2014 by 2030.<\/p>\n<p>It\u2019s not just me who welcomes some federal leadership on carbon pricing.\u00a0<a href=\"https:\/\/cleanenergycanada.org\/poll-canadians-want-federal-leadership-climate-change\/\">Recent polling<\/a>\u00a0by Nanos Research found that<\/p>\n<ul>\n<li>A majority of Canadians (59 percent) support or somewhat support a price on carbon emissions.<\/li>\n<li>62 percent support or somewhat support a minimum carbon price that applies across Canada.<\/li>\n<li>66 percent support or somewhat support the federal government taking action on its own to meet national climate change targets, if the provinces and territories aren\u2019t doing enough.<\/li>\n<li>Two-thirds of Canadians (66 percent) believe it is more important to have a plan to meet Canada\u2019s climate change targets than to have all provincial and territorial premiers agree with that plan.<\/li>\n<\/ul>\n<p>So it\u2019s clear that Canadians want to see action, not political battles \u2014 and they\u2019re comfortable with the federal government being the one to step up.<\/p>\n<p><strong>Myth 3: The price is\u00a0<\/strong><a href=\"https:\/\/www.cbc.ca\/news\/canada\/calgary\/michelle-rempel-questions-carbon-pricing-oil-companies-support-1.3793828\"><strong>too low<\/strong><\/a><strong>\u00a0to\u00a0<\/strong><a href=\"https:\/\/www.citynews.ca\/2016\/10\/03\/trudeaus-carbon-price-plan-praised-denounced-selection-of-quotes\/\"><strong>make a difference<\/strong><\/a><strong>.<\/strong><\/p>\n<p>Well, that\u2019s not what the\u00a0<a href=\"https:\/\/www.enviroeconomics.org\/single-post\/2016\/10\/06\/Climate-Policy-Tough-Love-An-assessment-of-the-federal-carbon-price-backstop\">early analysis<\/a>\u00a0shows.\u00a0<a href=\"https:\/\/drive.google.com\/file\/d\/0B9FT5KrVwYmwRlFyTWgxT045QlU\/view\">Modelling<\/a>\u00a0from EnviroEconomics suggests that the new federal plan will cut Canada\u2019s emissions by 18 million tonnes \u2014 <a href=\"https:\/\/www.epa.gov\/energy\/greenhouse-gas-equivalencies-calculator\">equivalent to<\/a>\u00a0taking nearly 4 million cars off the road for a year \u2014 by 2030, even if it stops ramping up after 2022.<br \/>\nAnd if it grows each year by $10 a tonne \u2014 maintaining the rate of growth Ottawa has set from 2018 to 2022 \u2014 the price could cut Canada\u2019s emissions by as much as 47 million tonnes by 2030 (<a href=\"https:\/\/www.epa.gov\/energy\/greenhouse-gas-equivalencies-calculator\">equivalent to<\/a>\u00a0taking nearly 10 million cars off the road that year).<\/p>\n<p><a href=\"https:\/\/www.thestar.com\/opinion\/commentary\/2015\/12\/06\/correcting-the-record-on-carbon-pricing.html\">Economic theory suggests<\/a>\u00a0that even a low carbon price, like $10 a tonne, will influence decisions for some consumers. There is also real-world evidence that pairing a low starting price with a clear, non-negotiable ramp of price increases is a very effective combination.<\/p>\n<p>Consider British Columbia. We\u00a0<a href=\"https:\/\/cleanenergycanada.org\/work\/adopt-winning-carbon-price\/\">interviewed<\/a>\u00a0the architects of BC\u2019s carbon tax, which also started at $10 a tonne and laid out a five-year schedule of price increases. Our interviewees told us that:<\/p>\n<ul>\n<li>Starting with a low price minimized disruption. It also proved the naysayers wrong: opponents predicted economic chaos, but after a year of pricing carbon, there was none to be seen.<\/li>\n<li>Businesses need to make long-term capital decisions, so they consider possible carbon prices well into the future. From the start, BC businesses looked beyond the low starting price, focusing instead on the government\u2019s $30 a tonne endpoint.<\/li>\n<\/ul>\n<p>The result? Laying out a schedule of predictable price increases allowed a small initial price to punch well above its weight.<\/p>\n<p>The federal price schedule rises to $50 a tonne by 2022, and there is no question that businesses will be feeding that higher price into their spreadsheets as of today.<\/p>\n<p><strong>Misperception: All we need is a carbon price<\/strong><\/p>\n<p>Even at $50 a tonne, Ottawa\u2019s carbon price isn\u2019t enough to close the gap to our 2030 target.<\/p>\n<p>In a\u00a0recent assessment, economist Mark Jaccard and his co-authors\u00a0<a href=\"https:\/\/rem-main.rem.sfu.ca\/papers\/jaccard\/Jaccard-Hein-Vass%20CdnClimatePol%20EMRG-REM-SFU%20Sep%2020%202016.pdf\">found<\/a>\u00a0that it would take a carbon price of about $200 a tonne to hit our national target through that alone.<\/p>\n<p>However, the Jaccard paper also includes a second scenario, one where Canada hits its target by pairing a far lower price \u2014 $40 a tonne \u2014 with smart regulations to cut emissions from buildings, transportation and industrial process.<\/p>\n<p>In other words, Prime Minister Trudeau&#8217;s announcement \u2014 important as it was \u2014 is just one piece of the puzzle. Along with carbon pricing, a serious national climate plan needs to incorporate a full suite of policies that spur\u00a0<a href=\"https:\/\/cleanenergycanada.org\/work\/canadian-opportunity-tackling-climate-change-switching-clean-power\/\">the shift from fossil fuels to clean power<\/a>.<\/p>\n<p>It\u2019s very promising that Ottawa played a strong opening hand, but the game is far from over. Let\u2019s hope the government\u2019s got a few more cards up its sleeve to put on the first ministers\u2019 table later this fall.<\/p>\n<p>&nbsp;<\/p>\n<hr \/>\n<p><em>Do you have something to say about the article you just read?
