Here\u2019s a look at some of the policy wonks Trudeau has brought on board.<\/p>\n<hr \/>\n<p><strong><a href=\"https:\/\/policyoptions.irpp.org\/wp-content\/uploads\/2025\/08\/Mendelsohn-2.jpg\" rel=\"attachment wp-att-29682\"><img decoding=\"async\" class=\"alignleft wp-image-29682 size-full\" src=\"https:\/\/policyoptions.irpp.org\/wp-content\/uploads\/2025\/08\/Mendelsohn-2.jpg\" alt=\"Mendelsohn-2\" width=\"200\" height=\"200\" \/><\/a>Matthew Mendelsohn<\/strong> \u2014 the man with the plan<\/p>\n<p><em>Title<\/em>: deputy secretary to the cabinet (results and delivery), housed in the Privy Council Office.<\/p>\n<p><em>Formerly<\/em>: director of the Mowat Centre at the University of Toronto\u2019s School of Public Policy and Governance<\/p>\n<p><em>Important work<\/em>: founded the Mowat Centre, which studies public policy, especially with regard to the federal government and Ontario\u2019s place in the federation<strong>,<\/strong> and makes recommendations on which governments can act. In a previous role with the Ontario government, he set up the <a href=\"https:\/\/www.citizensassembly.gov.on.ca\/\">Citizens\u2019 Assembly on Electoral Reform<\/a>.<\/p>\n<p><em>Where policy meets research<\/em>: Mendelsohn has spent much of his career working on how to <a href=\"https:\/\/mowatcentre.ca\/better-outcomes-for-public-services\">make government more effective<\/a>. He\u2019s now the top civil servant in charge of ensuring the public service works with cabinet to deliver the results outlined in the mandate letters to each minister, which he had a hand in writing as part of Trudeau\u2019s transition team.<\/p>\n<hr \/>\n<p><strong><a href=\"https:\/\/policyoptions.irpp.org\/wp-content\/uploads\/2025\/08\/mark-jarvis-2.jpg\" rel=\"attachment wp-att-29686\"><img decoding=\"async\" class=\"alignleft wp-image-29686 size-full\" src=\"https:\/\/policyoptions.irpp.org\/wp-content\/uploads\/2025\/08\/mark-jarvis-2.jpg\" alt=\"mark jarvis-2\" width=\"200\" height=\"200\" \/><\/a>Mark Jarvis<\/strong> \u2014 the democrat<\/p>\n<p><em>Title<\/em>: policy adviser in the democratic reform section of the Privy Council Office<\/p>\n<p><em>Formerly<\/em>: public servant at Health Canada; was tasked with government transformation at the Mowat Centre.<\/p>\n<p><em>Important work<\/em>: <a href=\"https:\/\/www.emond.ca\/democratizing-the-constitution-reforming-responsible-government.html\"><em>Democratizing the Constitution<\/em><\/a>, which he co-wrote with Lori Turnbull and the late Peter Aucoin. The book won the Donner Prize for the best public policy book by a Canadian and the Donald Smiley Prize for the best book related to the study of government or politics in Canada.<\/p>\n<p><em>Where policy meets research<\/em>: Jarvis is an expert on responsible government who <a href=\"https:\/\/news.nationalpost.com\/full-comment\/mark-d-jarvis-lori-turnbull-canadian-prime-ministers-have-too-much-power\">believes strongly<\/a> that the executive \u2013 the prime minister and cabinet \u2013 must be accountable to Parliament. He\u2019ll bring that background to the unit that supports Maryam Monsef, the minister in charge of remaking the Senate and introducing electoral reform.<\/p>\n<hr \/>\n<p><strong><a href=\"https:\/\/policyoptions.irpp.org\/wp-content\/uploads\/2025\/08\/Jean-Yves-Duclos-2.jpg\" rel=\"attachment wp-att-29688\"><img decoding=\"async\" class=\"alignleft wp-image-29688 size-full\" src=\"https:\/\/policyoptions.irpp.org\/wp-content\/uploads\/2025\/08\/Jean-Yves-Duclos-2.jpg\" alt=\"Jean-Yves Duclos-2\" width=\"200\" height=\"200\" \/><\/a>Jean-Yves Duclos<\/strong> \u2014 the unofficial leader of the \u201ceconomist party\u201d<\/p>\n<p><em>Title<\/em>: Minister of Families, Children and Social Development<\/p>\n<p><em>Formerly<\/em>: director of the Department of Economics at the Universit\u00e9 Laval<\/p>\n<p><em>Important work<\/em>: He has done extensive studies on poverty and social welfare. In 2011, Duclos and his co-author won the Harry Johnson Prize for the <a href=\"https:\/\/economics.ca\/cgi\/jab?journal=cje&amp;article=v44n3p0781\">best paper<\/a> published in the Canadian Journal of Economics.<\/p>\n<p><em>Where policy meets research<\/em>: Canadian economists have joked about forming their own political party to ensure governments base their decisions on solid policy rather than a desire to win votes (see GST, two-percentage-point cut). But Duclos has admitted he\u2019s well aware politics is a team sport in which players sometimes have to keep their views to themselves. His challenge as the politician carrying the economist mantle will be to live up to expectations, and to ensure politics don\u2019t get in the way of implementing the best ideas.<\/p>\n<hr \/>\n<p><a href=\"https:\/\/policyoptions.irpp.org\/wp-content\/uploads\/2025\/08\/roland-paris-2.jpg\" rel=\"attachment wp-att-29691\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-29691 size-full\" src=\"https:\/\/policyoptions.irpp.org\/wp-content\/uploads\/2025\/08\/roland-paris-2.jpg\" alt=\"roland paris-2\" width=\"200\" height=\"200\" \/><\/a><\/p>\n<p><strong>Roland Paris<\/strong> \u2014 the global view<\/p>\n<p><em>Title<\/em>: senior adviser to the Prime Minister on global affairs and defence<\/p>\n<p><em>Formerly<\/em>: associate professor at the University of Ottawa\u2019s Graduate School of Public and International Affairs<\/p>\n<p><em>Important work<\/em>: founding director of the University of Ottawa&#8217;s Centre for International Policy Studies<\/p>\n<p><em>Where policy meets research<\/em>: Paris has split his career between government and academia, working on the Charlottetown Accord file at the Privy Council Office after completing his masters in philosophy at Cambridge. After completing a PhD at Yale University, he returned to the civil service and worked from 2003 to 2005 as a foreign-policy adviser, spending one year at the former Department of Foreign Affairs and International Trade and one year at the Privy Council Office<strong>.<\/strong> Paris\u2019s academic work has focused on peace- and state-building, leading to <a href=\"https:\/\/www.theglobeandmail.com\/opinion\/canadas-decade-of-diplomatic-darkness\/article20745304\/\">op-eds<\/a> urging the last government to engage more diplomatically with the UN and the rest of the world.<\/p>\n<hr \/>\n<p><strong><a href=\"https:\/\/policyoptions.irpp.org\/wp-content\/uploads\/2025\/08\/asselin-2.jpg\" rel=\"attachment wp-att-29695\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-29695 size-full\" src=\"https:\/\/policyoptions.irpp.org\/wp-content\/uploads\/2025\/08\/asselin-2.jpg\" alt=\"asselin-2\" width=\"200\" height=\"200\" \/><\/a>Robert Asselin<\/strong> \u2014 the seasoned staffer<\/p>\n<p><em>Title<\/em>: director of policy to Finance Minister Bill Morneau<\/p>\n<p><em>Formerly<\/em>: associate director of the University of Ottawa\u2019s Graduate School of Public and International Affairs<\/p>\n<p><em>Important work<\/em>: Building the profile and reputation of the University of Ottawa\u2019s upstart school, up the Rideau Canal from competitor Carleton University\u2019s more established Norman Patterson School of International Affairs.<\/p>\n<p><em>Where policy meets research<\/em>: Asselin has the most extensive politics background of this crop of policy wonks.
