Changes to the citizenship program starting in 2009 have resulted in a decline in the naturalization rate. Changes to the Citizenship Act in 2014 will further  decrease the rate, as part of the Government’s intent to make « citizenship harder to get and easier to lose. »  This excerpt from my book, Multiculturalism in Canada: Evidence and Anecdote, analyses CIC operational data and the trend towards declining naturalization.
