Agencies like the Canadian Digital Service are working to innovate within the bureaucracy, but governments are slow to change. Meanwhile, opposition to Sidewalk Toronto‘s planned smart neighbourhood shows that concerns about digital democracy aren’t going anywhere.

Amanda Clarke is the Public Affairs Research Excellence Chair at Carleton University’s School of Public Policy and Administration.
